THE VIRGIN ISLANDS POLICE DEPARTMENT “To Protect and Serve” Office of the Commissioner VIPD PRESS RELEASE- 111423-351 For Immediate Media Distribution November 14, 2023 CIB Investigation: 40-year-old Man Turned Himself into Police for Alleged Attempted Sexual Assault on a Minor St. Croix, U.S. Virgin Islands – On November 7, 2023, a report of a possible sexual assault on a 12-year-old girl, was reported at the Ancilmo D. Marshall Command Police Station. Members of the Criminal Investigation Bureau were notified and assigned to this matter. During this investigation contact was made with the minor and witnesses, where it was disclosed that Mr. Luis C. Santiago, who resided with the minor, forced himself on her and attempted to perform sexual acts. On November 12, 2023, Mr. Santiago turned himself in to Police. He was advised of his Miranda Rights and declined the assault on the minor. Santiago was charged with Simple Assault & Battery Domestic Violence and Attempted Unlawful Sexual Contact First Degree.
