The foilowing amount, or so much of it as may be necessary to accomplish the purposes specified, is appropriated from funds available or deposited in the Health Revolving Fund for the fiscal year ending September 30, 2009. SECTION 2. Title 2 Virgin Islands Code, chapter 2, section 28(b) does not apply to the lump-sum budget in section 1.
