THE TERRITORY OF THE VIRGIN ISLANDS and THE VIRGIN ISLANDS POLICE DEPARTMENT, Defendants. ) ) ) ) ) ) ) ) ) ) ) ) ) Case No. 3:08-CV-158 UNITED STATES’ JULY 2025 STATUS REPORT REGARDING DEFENDANTS’ COMPLIANCE WITH THE CONSENT DECREE Pursuant to the Court’s November 28, 2016, Order, ECF No. 245, the United States files this report to update the Court on the status of the Territory of the Virgin Islands’ and the Virgin Islands Police Department’s (collectively VIPD) compliance with the Consent Decree, ECF No. 3. During the Parties’ and Independent Monitoring Team’s (IMT) regular weekly meetings, VIPD informed IMT and the United States that it has resolved the backlog of investigations in the Internal Affairs Bureau (IAB). The IMT noted that many of the IAB investigations were administratively closed. The closure of these older cases will help improve VIPD’s overall compliance with Paragraph 71 of the Consent Decree, regarding the timely adjudication of complaints. …
