CROIX STATION Toronto, Sept. 24th.—In an effort to complete the business ol the ninth con- gress of the Chamber of Commerce of the British Empire here on Wednesday sixteen resolutions were discussed and carried but it was found impossible to wind up the business before tomorrow. The resolutions dealt with today were varied in subject and embraced matters of importance to the nation’s welfare relating to the organization of the con- gress and matters of a_sectiongl nature. ihe most controversial subject that has yet come betore the congress was a proposai by Mr. Dobson ol So:field, England, that ali business arising out of the proposcd federation ot the Cham- bers of _ommerce of- th: various parts of the Empire shouid be controlled by the British Imperial Council of Com- mercce. There was strong opposition to this and tinaily a modified form, Mr Dobson’s resolution was carried. A number of delegates took the ground that the effect of such a resolution as that moved by Mr. Dobs)n would be to create a Bureaucracy in Londen and i the modification of the original reso- lution this feature was removed. The Congress approved of all ‘the Chamber of Commerce and Boards of Trade throughout - the Empire becoming affili- ated with the British Imperial Cou cil of Comuerce. S Riga, Scpt. 256th. Following the pre- sentacion of the Soviet peace proposals at yescerday’s session of the Russo-Polish peace conierence, M. Domski, Polish Under-Secretary of Foreign Affairs pre- sented the preliminary Pelish terms which had been prepared before M. Juife’s offer. Domski’s sugegesiions were based on peace preliminaries and included, (first) mutual recoguition of,the sovereignty of Poland by Soviet Russia and no interfer- ence in domestic afairs, (second) the de- termination of boundaries not in a spirit of historical revenge but on a basis of just conciliatior: of vital interest, (third) that the contracting _parties grant a free right of Russian or Polish ecitizenship to all persons affectea by the treaty, (fourth) that both powers agree:to free cultural linguistic and religious development, (fifth) renunciationof restitution in any form by Poland of the expenses of the Polish-Soviet war: Warsaw, Sept. 25th. —~The Poles in their northern advance have virtually surrounded the important town of Grod- no, 80 miles southwest of Viina and its capture is expected momentarily, says a Polish official statement, issued just be fore last midnighr. On the Volhynia front, the Poles have smashed the Rus- sian Soviet forces taking 8,000 prisoners, the statement adds, St. Lucia, Sept 25th.-—The morning opened very wet and dismal looking, but by 11 o’clock began to elear up. The Prince of Wales arrived punctually and drove round the town at2p. m. Fine weather now prevailing. A large gathering assembled to greet him in Columbus Square when loyal addresses were presented. H. R. H. inspeeted the veterans of the war and a large crowd of school children who sang *‘God bless the Prince of Wales’’. The town is tastefully decorated the display of bun- ting being very lavish. The Prince re ceivea at Govt. Heuse at 4p. m and re embarked at 7 p. m.
