London, April 26th.—Mr. Child, the United States Ambassador to Italy, has notified the Genoa Conference the Uni- ted States reserves all rights on the pay- ment of war debts due from Russia, ac- cording to the Genoa Correspondent of the ‘'Evening Standard.”’ These debts include the loans of private bankers and advances to the Korensky Govt. Genoa, April 25th.—The Russians claim that the peace treaty between Russia and Poland covers all the relations between the two countries, so that Poland, like Germany, should {not participate in the discussion of Russian aftairs. The re- monstrances of the Russians are regard- ed here as equivalent to a threat against both France and Poland, taking into con- sideration the strong Red army encam; ed near the Polish border. Experts on the ‘Russian question are sitting without the Soviet delegates today and are comparing notes. They agree on the versionof what happened at Monday’s ses<ion, when the Russians presented their demands, and have decided to forward their report to their respective governments, and it is expected that whea answvers are received from the various capitals, the powers will submit counter-propositions to the Bolsheviks, couched in formal language in an endeavour to reach a working basis for an accord.
