Do I understand that the purpose of this ordinance is to help land owners to culti- vte their land? 2nd Member for Frederiksted Country Distriet (Curry) handed in an amend- ment to the amendment upon which there was sone discussion. vovernment Secretary (Zane) remark- ed: Mr. Chairman. Before this amend- ment is put to the vote I wish to say that what led the Government to place as a limit of noc less than Lor not more than 200 acres was to exclude the three big factories, but to include all e<tare own- ers. It atrikes mo then that this amend- ment is nlacing the restrictions on the ST CED 11X AV 1O larger estates. I feel that Government should not be placed in the position of having to accept this amendment with- out due consideration for the sake of passipg this ordinaz‘ today. 1 do not know what may come from this amend- ment. I therefore feel that this ordi- nance should go over to the next meet- ing or remain as drawn. 9nd Member for Frederiksted Country Distriet (Curry): Mr. Chairman. 1 wish to withdraw myv amendment. There is sufficient safe gnardiin the ordinance to take care of the loans. This ordinance has been kept back too much. I sugwest that we put the amendment as it stands to the vote. 4th Member for Frederiksted Country District (Andersen): Mr. Chairman. I wish 10 object to the remark made by the last speaker that this ordinance has been kept back too much. As a member of this Councilit is my privilege to know who is going to be benefitted by this or- dinanee. - 920 d Member for Christiansted Couatry District (Derg) romarked: Mr. Chair- man. I agree with the last speaker. My policy is to legislate over the table and not under the table. That’s what I come to this Council for. [f there is any ul- terior motive behind this bill it will not meet with my approval. lst Member for I'rederiksted Town (Jackson) remarked: Mr. Chairman. I awree with the Honorable 2nd Member for Frederiksted Country District that the amendment b> put to the vote as it stands. 1 am not sure that the purpose for which thiz ordinance was created 13 going to be carriod out inits present text. The illustration he gave about the two calves is applicable to the situntion. We are here legislating to help the squatters and put the island un- der cultivation and he should be safe- guarded in some vay. 1t should be defi- nite and it should be clearly stipulated whem this ordirance is to take care of. Ist Member for Frederiksted Town (Jackson) secondea the motion. Despatehing Secretavy (Barrett) re- marked: Mr. Chairman. There seems to be some nisunderstanding. There are some members who spoke her 2 who forget it is necessary to have land to put the tops in and to kave planttops. This loan is intended for the squatters and parcelists. The Government is simply safeguarding itself and trving to secure the cooperation of the land owners. Gov- ernment wishes to impress upon this Honorable Body and all those who are here today that the Treasury is not inex- haustible nor unguarded. 2nd Member for Christiansted Town {Berg) remarked: Mr. Chairman. The matter of security is all passed upon and settled. That’s covered in the other pa- ragraph. 4th Member for Frederiksted Country District (Andersen)remarked: Mr. Chair- mam. [ consider it fair that the man who owns two acres of land should have a chance just the same as the man whoowns a factory. Three men may come along tomorrow and ask for a loan of $5,000 each. If such loans care granted where will the squatter come in? 3rd Member for Christiansted Couniry District (Robt W. Skeoch): Mr. Chair- man. Perhaps the Honorable Member forgets that'the Municipal Committee and the Gonvernment have to pass upon the applications. 4th Member for Frederiksted Country District (Andersen) remarked: M. Chairman. We may run the risk of hav- ing the same experience we phad some- time ago. A man went to the Despatch- ing Secretary and borrowed some money and invested it in an estate that is not worth anything. _He was unable to pay back the money and the property had to be taken over, 3rd Member for Christiansted District (Robt. W. Skeoch): That matter did not eome before the Municipal Committee but in this case Government is using the Municipal Committee as an Advisory Board and will be guided by its oypinion. 4th Member fer Frederiksted Country District (Andersen): That’s very well and good, but you cannot change the or- dinance after it is ‘passed.
