Johnson Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. Title 3 Virgin Islands Code, chapter 19, section 339a is amended in the 2 following instances: 3 (a) Subsection (a) is amended as follows: 4 (1) In the first sentence, strike “a director” and insert “three directors, one from 5 St. Croix, St. Thomas, and St. John, who must reside on the respective island”. 6 (2) In the second sentence, strike “director and three assistant directors; one for 7 each island, St. Croix, St. Thomas, and St. John” and insert “directors”. 8 (3) In the third sentence, strike “Director” and insert “Commissioner” and strike 9 “director” and insert “directors”. 10 (4) In the fourth sentence, strike “director” and insert “directors”. 11 (b) In subsection (g), strike “director” and insert “directors”. 12 2 (c) Re-designate subsections (g) and (h) as subsections (h) and (i), respectively and 1 insert a new subsection (g) to read as follows: 2 “(g) Each director shall prepare an annual financial report detailing the amount, 3 nature, and justification for each item of expenditure for each respective festival. The 4 financial report must be submitted to the Chairperson of the Committee on Budget, 5 Appropriations and Finance of the Legislature of the Virgin Islands not later than 120 6 days after the conclusion of each respective festival.” 7 SECTION 2. This bill takes effect 90 days after the date of enactment. 8 BILL SUMMARY 9 The bill amends title 3 Virgin Islands Code, chapter 19, section 339a relating to the 10 Division of Festivals by eliminating the three assistant directors, increasing the number of 11 directors from one to three, requiring that each director reside on the island that he was 12 appointed to serve as director, and requiring each director to submit a detailed financial report 13 to the Chairperson of the Committee on Budget, Appropriations and Finance of the Legislature 14 of the Virgin Islands not later than 120 days after the conclusion of each respective festival. 15 BR23-0951/January 24, 2024/GC 16
