CLARIFICATION OF APPLICATION OF FEDERAL 1 ELECTION LAWS TO CERTAIN JURISDIC- 2 TIONS. 3 (a) FEDERAL ELECTION CAMPAIGN ACT OF 1971.— 4 Section 301(12) of the Federal Election Campaign Act of 5 1971 (2 U.S.C. 431(12)) is amended by striking ‘‘or a 6 territory or possession of the United States’’ and inserting 7 ‘‘American Samoa, the Commonwealth of the Northern 8 Mariana Islands, Guam, or the United States Virgin Is- 9 lands’’. 10 (b) NATIONAL VOTER REGISTRATION ACT OF 11 1993.—Section 3(4) of the National Voter Registration 12 Act of 1993 (42 U.S.C. 1973gg–1) is amended by striking 13 ‘‘States and the District of Columbia’’ and inserting 14 ‘‘States, the District of Columbia, the Commonwealth of 15 Puerto Rico, American Samoa, the Commonwealth of the 16 Northern Mariana Islands, Guam, and the United States 17 Virgin Islands’’. 18 (c) HELP AMERICA VOTE ACT OF 2002.— 19 (1) COVERAGE OF COMMONWEALTH OF THE 20 NORTHERN MARIANA ISLANDS.—Section 901 of the 21 Help America Vote Act of 2002 (42 U.S.C. 15541) 22 is amended by striking ‘‘and the United States Vir- 23 gin Islands’’ and inserting ‘‘the United States Virgin 24 Islands, and the Commonwealth of the Northern 25 Mariana Islands’’. 26 VerDate Mar 15 2010 22:32 Mar 08, 2013 Jkt 029200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1018.IH H1018 sroberts on DSK5SPTVN1PROD with BILLS 3 •HR 1018 IH (2) CONFORMING AMENDMENTS.—Such Act is 1 further amended as follows: 2 (A) The second sentence of section 3 213(a)(2) (42 U.S.C. 15343(a)(2)) is amended 4 by striking ‘‘and American Samoa’’ and insert- 5 ing ‘‘American Samoa, and the Commonwealth 6 of the Northern Mariana Islands’’. 7 (B) Section 252(c)(2) (42 U.S.C. 8 15402(c)(2)) is amended by striking ‘‘or the 9 United States Virgin Islands’’ and inserting 10 ‘‘the United States Virgin Islands, or the Com- 11 monwealth of the Northern Mariana Islands’’. 12 (d) CRIMINAL PENALTIES.— 13 (1) INTIMIDATION OF VOTERS.—Section 594 of 14 title 18, United States Code, is amended by striking 15 ‘‘Delegate from the District of Columbia, or Resi- 16 dent Commissioner,’’ and inserting ‘‘or Delegate or 17 Resident Commissioner to the Congress’’. 18 (2) INTERFERENCE BY GOVERNMENT EMPLOY- 19 EES.—Section 595 of title 18, United States Code, 20 is amended by striking ‘‘Delegate from the District 21 of Columbia, or Resident Commissioner,’’ and insert- 22 ing ‘‘or Delegate or Resident Commissioner to the 23 Congress’’. 24 VerDate Mar 15 2010 22:32 Mar 08, 2013 Jkt 029200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1018.IH H1018 sroberts on DSK5SPTVN1PROD with BILLS 4 •HR 1018 IH (3) VOTING BY ALIENS.—Section 611(a) of title 1 18, United States Code, is amended by striking 2 ‘‘Delegate from the District of Columbia, or Resi- 3 dent Commissioner,’’ and inserting ‘‘or Delegate or 4 Resident Commissioner to the Congress’’. 5 (e) VOTING RIGHTS ACT OF 1965.—Section 11 of the 6 Voting Rights Act of 1965 (42 U.S.C. 1973i) is amended 7 by striking ‘‘Delegate from the District of Columbia, 8 Guam, or the Virgin Islands, or Resident Commissioner 9 of the Commonwealth of Puerto Rico’’ each place it ap- 10 pears in subsections (c) and (e)(2) and inserting ‘‘or Dele- 11 gate or Resident Commissioner to the Congress’’. 12 Æ VerDate Mar 15 2010 22:32 Mar 08, 2013 Jkt 029200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H1018.IH H1018 sroberts on DSK5SPTVN1PROD with BILLS
