SHORT TITLE. 3 This Act may be cited as the ‘‘Alexander Hamilton 4 Boyhood Home Study Act of 2007’’. 5 SEC. 2. FINDINGS. 6 Congress finds that— 7 (1) Alexander Hamilton, a native of the former 8 British colonies in the Caribbean, moved with his 9 family to St. Croix in 1765; 10 (2) Alexander Hamilton, who resided on St. 11 Croix during his formative years and until he left for 12 New York in 1772, was first exposed to commerce 13 and business in the United States Virgin Islands 14 while clerking for the Christiansted branch of 15 Beekman and Cruger, a New York-based merchant 16 house; 17 (3) St. Croix is where Alexander Hamilton, the 18 future author of the Federalist Papers learned to 19 write for the public, from his teenage contributions 20 to the Royal Danish American Gazette; 21 (4) Alexander Hamilton’s mother, Rachel 22 Fawcett Levine, died in 1768 and was buried at Es- 23 tate Grange; and 24 VerDate Aug 31 2005 23:21 Apr 11, 2008 Jkt 069200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\S1969.RS S1969 rwilkins on PROD1PC63 with BILLS 3 •S 1969 RS (5) the M. K. Armstrong Trust currently owns 1 and administers the 115-acre estate. 2 SEC. 3. STUDY. 3 SEC. 2. STUDY. 4 (a) IN GENERAL.—The Secretary of the Interior (re- 5 ferred to in this Act as the ‘‘Secretary’’), in consultation 6 with the Governor of the Virgin Islands, shall conduct a 7 special resource study of Estate Grange and other sites 8 and resources associated with Alexander Hamilton’s life 9 on St. Croix in the United States Virgin Islands. 10 (b) CONTENTS.—In conducting the study under sub- 11 section (a), the Secretary shall evaluate— 12 (1) the national significance of the sites and re- 13 sources; and 14 (2) the suitability and feasibility of designating 15 the sites and resources as a unit of the National 16 Park System. 17 (c) CRITERIA.—The criteria for the study of areas 18 for potential inclusion in the National Park System con- 19 tained in section 8 of Public Law 91–383 (16 U.S.C. 1a– 20 5) shall apply to the study under subsection (a). 21 (d) REPORT.—Not later than 3 years after the date 22 on which funds are first made available for the study 23 under subsection (a), the Secretary shall submit to the 24 Committee on Natural Resources of the House of Rep- 25 VerDate Aug 31 2005 23:21 Apr 11, 2008 Jkt 069200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1969.RS S1969 rwilkins on PROD1PC63 with BILLS 4 •S 1969 RS resentatives and the Committee on Energy and Natural 1 Resources of the Senate a report containing— 2 (1) the results of the study; and 3 (2) any findings, conclusions, and recommenda- 4 tions of the Secretary. 5 SEC. 4.
