TELEGRAMS. ST. CROIX STATION. Genoa, Avpril 27th.—The Polish dele- gation to the economic conference in a note today addressed to M. Tchitcherin in reply to the Russian note declaring that Poland had violated her treaty with- Russia, declares that Poland was at Genoa in order to contribute to the work of peace and the restoration of Russia. The note denies that Poland had in any way whatever attempted to infringethe sovereign rights of Russia, and affirms that Poland had not expressed any opin- ion on the Russo-German treaty concluded at Rapallo, but that she reserves to her- self the right of announcing later the at- titude she will take on the subject. The note is signed by M Skirmunt, the minis- ter for foreign affairs. The leader of the Polish delegation declares that - participa- tion by Poland in the discussion of Rus- sian affsirs is in no way incompatible with the terms of the treaty between Russia and Poland concluded at Rigaon eighteenth March, 1921, as alleged in the Russian note. The Polish note protests against what it calls the pretention of Russia to attribute to herself the right of intervention in the relations between Poland and other states and declares that no analogy exists between the participa- tion of Poland in the discussion of Russian affairs and the exclusion of Germany, an exclusion which is perfectly explained in the letters exchanged between Germany and the powers who have been invited to the conference. The signatories of the treaty of Versailles will probably meet in fourteen days time in order to more fully consider the attitude of France as indicated in the speech of M Poincare at Bar-Le Due, and wiil then decide the course to be followed by the Allies in the event of Germany not meeting her obli- gations on the thirty first May. The rep- resentztives of the allies consider that this meeting could more advantageously take place at Genca than elsewhere be- cause the representatives of most of the allies on the supreme council are actually at Genoa.
