(Continued from Saturday’s Avis.) “'he Chairman then read the following communications receivea since the last mee:ing of the Counecil. . 1. Radio from Government of Decem- ber 5, 1921, postponing the ‘meeting of the Uolonial Council from Decem- ber 12th ro Deecmber 22, 1921, in accordance with Section 36 of the Colonial Law. 2. Letter from Government of Decem- ber 17. 1921, requesting the Chair- man of the Coloniai Council to ‘in- clude in the Order or the Day for the Colonial Council meeting 0 be held on Thursday, 22 December, 1921, Draft of av Ordinance provid- ing for the Assessment, Levy and Collection of I'axes upon real and personal property in the Mu ‘icipality of 8. The Chairman remarked: This report is too long to read to the Council; it will be placed on the table today and afterwarde any member may see it by applying the Assistant to the Council at the OF.cc. It is a very important matt~ - quite interesting. o 2nd Member for Christiansted _own (Canegata) moved that the ' .ort be printed and circulaied to Members of the Couneii. The Chairman remarked: From an econcmical view point I would prefer not to have it printed. Government Secretary (Gaffrney) in in- troducing the Ordinance said,— Mr. Chairman. In introduciag this Draft of Ordinance providing [or the assessment, levy and collection of taxes ujpon real and personal property, we feel that the time is at hand thact we should have a proper American system of taxation in this is- land. In in roducing this particular law we realize tnat 1t is not pzrceet; i: does not confirm to all local conditions; that is why it is placed before the Council. It is now working in the neighboring islands and giving excellent results. [tis true it took a long time to put the system into effect in St. Thomas, but the people realize afcer all that it is the bast. You are now paying as ground tax twenty-one cents per acre; under this system I don’t beiieve you would pay | | more, but lands that are not taxed will ' have to be taxed. The tax system under | which we are now working was provided by a Commission in 1907, it doesn’t meet with American ideas of taxation. We l are asking this Council to pass this law | to meet dgeal conditions. i 3rd Member for Christiansted Town | - “Alegander) remarked: Mr. Chairman. ) only wish to make a suggestion on_the Ordinance row before the House. It is of vital importance to all members of the ; f:ommunity, to the Planter, the Mer- ' \Jlanf, and any member of the communi- ty who owns a house. Congress has just ] passed a new income tax law and an ex- ! cess profit tax law, and we are nov tak- ing this important law which provides for the assessment, levy and collection | of taxes under consideration. We are i always ready to welcome any new system | introduced, but I find the rates stated by ' Government too high. I do not know, | Mr. Chairman, whether it is in order to ask the Chairman of the Municipal Com- t mittee to give us some idea on the mat- } ter, as the ordinance has been kefore the | Municipal Committee for s >me time. 1 think it necessary that the Council ap- point a committee to look into this mat- ter, and let that committee issue subpoe- nas to private citizens to appear before it and hear their opinion before final action | is taken on the ordinance. t 2nd Member for Christiansted Town (Canegata) remarked: Mr. Chairman. \ I will make a short statement of what happened on the matter. The Munici- pal Committee in going over this draft of ordinance found as its first difficulty whether one or two percent would be a fair rate. In oar next meeting it came up that this matter should be diseussed by a larger number of mem- bers of the Council than constitutes the ‘ members of the Municipal Committee, . and that it be sent to a committee | of the whole house. The Municipal Com- ' mittee then recommend that the matter | be introduced in the Council to go to a ! Committee of the whole house. | LOCAL. | The Mystery arrived late Saturday i night at Frederiksted the mail for Chris- | tiansted consisting of 102 bags, bo>- | ete., reaching this town in two lg~ a. m. and 10 a. m.
