The proposed Virgin Islands Library Network will expand and improve services for the general public through joint library planning efforts, It will extend into all three islands and include all public, school, academic and special libraries, The Network concept means that each individual in the Virgin Islands shall have access to the territory's entire information resources through any library she or he can reach, The Bureau will act as the focal point of the Network and will provide leadership and technical assistance as needed through- out the system. This Directory should be useful in bringing to the attention of the general public the special library and information services available in the United States Virgin Islands. By scanning the descriptions of the resources, services and facilities of the territory's libraries, students and researchers can be assured of finding library assistance to fit their needs. Brief notes on major library organizations and agencies and a chronology of local library development complete the work. In compiling this guide, primary consideration was given to those collections staffed by professional librarians. Other collections which are properly organized and maintained by non-professionals have been included if they represent significant information resources, Elementary school libraries are not listed in this directory. If any other library collections have been inadvertently omitted, their librarians are encouraged to contact the Information and Referral Service (I & R) at 773-5715 ext.27 for inclusion in future editions. Major research for the publication was conducted by Mary Lewis, VISTA librarian, during the spring and summer of 1977 as part of the Virgin Islands I & R Service. Additional research and preparation was done by Diane Stiles Suchoski, VISTA volunteer, and Bonnie Isman, I & R Coordinator for the Bureau of Libraries and Museums. The compilers wish to thank all librarians who contributed their time and effort in responding to this survey. In addition, the Library seeks to serve the citizens of St. Croix, consistent with its primary function and within the limits of its resources. Primary clientele of 700 students served by a staff of one professional librarian, one library assistant, a half-time clerical assistant, and several student aides. The Library of Congress classification system is used. The collection includes 9,000 volumes, 225 periodicals, a small collection of materials on the Virgin Islands, the ERIC collection (resources in education) on micro- fiche from 1973, some periodical backfiles on microfilm, a beginning collection of A-V materials, md a small inventory of A-V equipment. Books and periodicals circulate to students and to other’ registered St. Croix residents. Interlibrary loan is provided to other libraries in the Virgin Islands. Interlibrary requests to stateside libraries are placed only for the student body. Two vertical files, one of general interest and one pertaining to Caribbean topics, are maintained. The Caribbean Collection is housed with the Casper Holstein and Charles William Taussig collections in its own room. The ERIC collection (resources in education) from 1966, U.S. Government documents, a wide selection of current college catalogues, and a browsing section comprise other special collections at the College of the Virgin Islands, St. Thomas Campus. Baa Public Library is Regional Depository of U.S. and V.I. Government Documents. It also houses the administrative headquarters for the Bureau of Libraries, Museums and Archaeological Services. (See under seperate heading, page 22.) There are 35,000 volumes, 200 periodicals, films,records, a vertical file, and reference works in the general collection. There is also a Xerox machine (25¢ a copy). The Children's Room on the first floor, offers story hours, films, a television for daytime program 12 ENID M. Von Scholten Collection The Von Scholten Collection, housed in the Baa Public Library, is the most extensive collection of material on the Caribbean area in the Virgin Islands. Included in this non-circulating collection are books, periodicals (600), vertical file material, pictures, and maps. There is a small microfilm reading room, which contains local newspapers dating back to 1770. Prints from microfilm may be obtained for a fee. The Baa Library participates in interlibrary loan. French, Spanish, Danish and Swedish are spoken. There is no interlibrary loan at present, but Eudora Kean High School would be willing to participate. The library is involved in the outdoor theatre -- Dorsch Center. Materials in the library include records, books, periodicals, Caribbean Collection, vertical file materials, embassy information, and college catalogues. Interlibrary loan service is mostly to the Williams Public Library in Christiansted. The Good Hope School air-conditioned library serves 420 children, ages 4-19 and older. Staff consists of one professional and one clerk. A-V equipment and materials are housed in a seperate area of the school. There is interlibrary loan on an individual, not an official basis. Some Spanish and French are spoken. Island Resources Foundation is a private, non-profit, research organization which serves about 300 people. Staff includes four professional researchers, one paraprofessional and one secretary. It is a very specialized library. There is no formal interlibrary loan, but would be willing to cooperate. Island Resources Foundation houses about 1,000 books, 20 periodicals, audio equipment, slides, pamphlets, manuscripts (Xerox) on West Indian history, manuscripts (microfilm) -on maritime history, developmental planning, envirnomental resource planning, Xerox machine, and resource materials for teachers. It is strong on regional West Indian conservation, and also serves as headquarters for the V.I. Services: This library is a part of the Legislative Counsel's research library. It houses microfilm reels of old records for legislative procedures of the past years. It includes legislative journals, debates and proceedings, committee meetings, public hearings, and a copy of all bills on which is indicated the status of the bill. In addition, there is a 3-part card index to the files: by numerical listing of the bill; by date of the session; and by subject of the bill. This index is not on microfilm. There is also an index listing all bills from 1955 to the present and some from 1906-1954. Copies of the information on microfilm can be made upon request. This library has local newspapers dating back 3-4 years, books, periodi¢als, videotapes, slides, filmstrips, records, 16 mm. films, art prints, transparencies, equipment to produce transparencies, and jiffy master reproductions (for teachers). There is also a Caribbean collection, a vertical: file on countries, a microfilm collection of Magazines, and one of the largest collections of Spanish language books on St Croix There is an informal interlibrary loan system. Materials include 3,000 books, a Caribbean collection, A-V material in theology, National Geographic Magazines dating from 1935, American Heritage Magazine (complete), periodicals, motion pictures (twelve 8 mm. films), records, tapes, filmstrips, slide sets, and pamphlets. One-quarter of the collection is Christian theology. This library lends A-V collections to other private schools on the island. Among the functions of LSIM are supervision of the administration, organization, and functioning of school library media programs, administration of federal programs, a professional library for the Department of Education, and the Instructional Materials Center (IMC) A-V Library LSIM in St. Thomas and St. Croix has a collection of films, filmstrips, and kits which they will loan to individuals associated with educational institutions. They also loan projectors for one week. There is a union list of films being produced, to be distributed in the fall of 1977. Bureau of Libraries and Museums to the U S. Office of Education. Its puropse isto study how libraries in small, remote, disadvantaged areas could best organize themselves and cooperate to provide better service while impeding the growth of library costs. The Network Study is a project under the Higher Education Act Title II-B, funded through 1978. As yet, there is no established regional library network, but a number of small demonstration projects are underway, and planning continues for further library cooperation. Advisory Board - Professional librarians, educators, and computer scientists from the Virgin Islands and Puerto Rico advise the staff of the Bureau of Libraries and Museums on research and demonstration projects for the Network Study. Representatives from school, college, and public libraries meet with experts in technology and education for discussion on inter-library cooperation in the area. Plans for further study and future programs are presented and modified according to the group"s advice.The Advisory Board increases communication among concerned professionals and the staff working on the Network Study. 28 «25- CHRONOLOGY The following chronology presents a general outline of the development of library services in the United States Virgin Islands.
