THE TERRITORY OF THE VIRGIN ISLANDS; and THE VIRGIN ISLANDS POLICE DEPARTMENT, Defendants. ) ) ) ) ) ) ) ) ) ) ) ) ) Civil No. 2008-158 THE VIRGIN ISLANDS POLICE DEPARTMENT’S SEPTEMBER 2023 STATUS REPORT COME NOW Defendants, by and through the undersigned counsel, and hereby submit the Virgin Islands Police Department’s (“VIPD”) September 2023 Status Report. Since the Second Quarterly Report, VIPD and IMT have met regularly to discuss various process improvements. VIPD has sought and received feedback on the Canine (K-9) Operations, and Special Operations—Sniper Operations as well as Impact Weapons policies. VIPD has had several meetings to discuss the status of open serious Use of Force cases, and any updates on progress in those outstanding investigations. VIPD has implemented a training procedure which incorporates Supervisors, Commanders, and Deputy Chiefs in the audit and review process of active cases that are specific to each supervisor’s zone. …
