Belfast, June 6th.—Belfast stately ci- ty hall is gaily beflagged for the open- ing term of the Northern Parliament, which will only be surpassed in bril- liance of ceremonial by state opening, which has been fixed for June 22nd Lord Fitzalan, the new Viceroy, who will represent the king at tomorrow’s cere mony, will arrive in the morning with Viscountess Fitzalan to pay his first offi- cial visit to the northern city. They will be the guests of Lord Pirrie, from whose cesidence at Ormiston they will drive along the decorated streets to the City Hall. They will be awaited there by the Lord Mayor and City Council, and an address of welcome will be presented. The new parliament will be withouta sign of the opposition party for the leaders of the Sinn Fein and the Nationalists are determined to ignore it, as if it did not exist. Apparently al- so the public is taking little interest in the prospeet of the coming of the King £for the State opening. The first business tomorrow will be a motion to elect Ma- jor O’Neill as speakers. The Viceroy will signify the royal assent to the choice of that member. Mr. Arthur Ir- Dasent, who is clerk of the Journals of the House of Commons, will be clerk of the new house. After the formal swearing in, Sir James Craig will an- nounce the names of his cabinet and they will be immediately confirmed by the "Viceroy in an ?d_]ommg_ chamber and raised to the dignity of Privy Coun cillors.
