(Continuwed from yesterday’s Avis.) 4th Member for Frederiksted Country Distriet (Anders2n) remarked: Mr. Vice-Chairman. [ have a remark to make regarding the discussion on the bud- get. I nave before me the printed copy of the proceedings in which the budget was discussed, and in which the Honor- able sth Appointed Member (Mclntosh) is quoted as saying: ‘‘The elected mem- bers ar: unfit to represent their constitu- ents.”” 1 did not: hear the Honorable Member make this remark. 1 propose that it be stricken. [ think for the Mem- ber’s own sake he stiould have it stricken from the records. sth Appointed Member (Me Intosh) re- marked: The Honorable 4th Member for Frederiksted Country Distriet is eor- rect, What 1 said at that time was: “The elected members were doing an injustice to their constituents.”’ The Viee-Chairman remarked: The Hon rable 4th Member for Fraderiksted C untry District (Andersen) has ex- pressel his views in regard to the min- utes, and the Honorable sth Appointed Mamber (Mellntosh) has stated that the remark is not exactly as he made it. On toe motion made by the 4th Member for I'rederiksted Country District (Andersen) that part of the minutes to which the Member objects is ordered stricken from the records. 2nd Member for Christiansted Country Distriet (Berg) remarked: Mr. Vice- Chairman. Ido not think that the min- utes of the meeting previous to the last have been adopted. 1 beiieve the min- utes for that meeting are also to come up tfor adoption. Isuggest that the minutes for that meeting be read. 3rd Member for Frederiksted Country Distriect (M. M. Skeoct) remarked: Mr. Vice-Chairman, If the minutes for that £ s bX &8 82N meeting have bzen printed and ecircu- lated members certainly have had an op- portunity to bring in their objection, if any. I think the reading of the minutes paragraph by paragraph i 3 a was’e of time. 2nd Memnber for Christiansted Country District (Bsrg) remarked: Mr. Vice- Chairman. Inthis case where there 1s a lapse of time I think it would be a great strain on one’s mind if he (ries to remember all that was said. That’s why I ask that the minutes be read. The Vice-Chairman remarked: With regards to the minutes of the meeting previous to the lastay. woull consume at lea t half an bour if the Honorable 9nd Member for Coristiansted Coruntry District insists that they be read. If he dues not insist that they be read we can consider them tacitly adopted. 4th Member tor Frederiksted Country District - (Andzrsen) remarked: Mr. Vice-Chairman. A proposal was made at the last meéeting that the adop- tion of the wminutes for June 22nd be postponed until this meeting, that wus done because it was stated at the time that members had not seen them in print. The mitutes have since been printed and circulated to nembers. With that in view I don’t think 1t necessary to have them read today. The adoption of rhe tinutes for the meeting held June 22 was moved by 2nd Membet for Caristiansted Country Dis- trict {Berg) and adopted. The Chair hearing no further objection to the minutes for the last meeting de- clared them tacitly adopted. His Excellency, Governor Henry Hughes Hough, entered the meeunZ at this stage of tHe proccedings. All the members rose when His Ex- cellency entered. The Vice-Chairman remarked: Hon- orable Members we have with us today His Excellency the Governor. ' After requesting the members to re- <ume their seats His Excellency remark- ed: Mr. Vice-Chairmun and Honorabie Memb:rs of the Council: It gives me great pleasure to be with you again, I regret exceedingly that many things pre- vented me from coming in June, Pos- sibly you know that many changes have taken place; there was sickness in my family and [ was sick myself, and the loss of our President prevented my coming over earlier. I hope to stay with you a while and will come periodicaliy. lam not going to say much today, be- cause you have a long list of things on your order of the day and itis my bope that you will carry on and cover all that it may not be pecessary for me to call an extraordinary meeiing tomorrow or some other day. 1 wish you success in your deliberations. The Vice-Chairman then brought up item 1 of the Order of the Day. [tem 1. Production of copy of Minutes of the Municipal Committee for the Quar- ter ending June 3V, 1923, forwar’dr‘g by the Chairman of tae Com nittee for inspection of Members of the ' Council. , The Viee-Chairman remarked: Hon: orable M>mbers. The By-Law for the Municipal Committee requires’ that th2 proceadings of the Committee b> laid on the table for inspection of Mz2m- bers of the Council I will now lay a copy before you and for one week aiter it will b 2 in the Council Office for insp:etion daily for ona week, from 9a. m. *0 12 and from 2 to 5 p. m. It was suggested by Ist Member for Frederiksted Town (Jackson) that item 8 on the (rder of the Day be considered in lieu of {tem 2. The Vice-Chairman re -arked: It has been deeided to take that matter up n2xt. Item 8. Declaration of vaeancy of the seat of the 1-t Member tor Frederiksted Count ry District. ; The Viee Chairman remarked: I don’t remember a cas> iike this coming before the Council. A!l [ remember of this is, Mr. Fleming wa- elec.ed a membter of the Coun:il, he recesved a Pateat of Election, but no lciter advising him that he was elected to the Council. After receiving his Patent of Electicn he sent in his resignatior to the E:ectoral Board, bu! too late. 1 was told that he was advised to send in his resignation to the Chairman, but up to the present it has not reached the Council Otfice. In conversation with Mr. FiemingI asked him what 3 intended to do and he told me that if ae did not attend the meetings his seat would be declared vacart, and that is just what has happened today. 4th Appcinted Member (Blackwood) re- .marked: Vir. Vice-Chairman. WMr. Flem- ing was supposed to receive a letter notifying him of his election, and as far as I remember a letter was dictated, written, signed and forwarded to him. He did forward his resignation to the Elertoral Board, but not within the time prescribed by iaw; however he was advised to forward it o the Chair- man of the Courncil. 2nd Member for Christiansted Town (Berg): Mr. Vice-Chairman. It would appear thai Mr. Fleming sent in his re- signation to the Kiectoral Board. Does the Honorable Vice-Chairman know whe- ther the resignation was received by the Chairman of the Colonial Council?
