They are rather peculiar mort- gages at that™ In the case of our Liber ty Bonds, they are mortgages on our own property which we ourselves own, and also which we ocurselves must pay off. Whether our paper is European promises to pay, or our own Government bonds, when we attempt n convert them iato cash the stuff which they are made of begins to appear. Already we have found our own bonds 10 o 15 per- cent paper. European promises are much more so, up to date. War debts digni- fed by anv sort of name are not money: they are merely debts—of the most dam- aging kind at that —in which all share, and which all must snd do help to pav, in some way. Executive Order No. 18, HE Government having been advised that the Pink-Bollworm —a pest for cotton—has made Its appearance in St. Kitts and Montserrat, and that the 801 l Weevil has made its appearance in the island of Porto Rico, and in order to better protect the cane and cotton indus- tries, it is directed that-no person or corporation shall be allowed to import into the island of St. Croix by mail, freight, or by any other means, any cotton, seed, seed cotton, cotton lint, cotton piants, sugar cane cuttings, sugar cane plants, or pieces of sugar cane, un- less through the medium of, and with the consent of, the Agronomist in charge of the Agriculural Experiment Station in St. Croix. Also, the baggage of all passengers to the island of St. Croix shail be searched by the Customs Offi- cials for these articles and if any shall be found rhey shall be forthwith destroy- ¢ ed by fire. It is further directed that the Agiono- mist in charge of the Agricultural Ex- periment Station or any cofficial of the Agricultural Experiment Station appoint- ed by him, shall have free access to ali sugar cane or cotton fields in the isiand of St. Croix, for the purpose of examin- ng such fields for pests. The trenches must be dug out and cleaned out proper ly and the water from same must not be blocked oii from its natural course but . must have a good outlet so that it may not soften or effect the road bed. No stones larger than one and a half inch must be used in the repairs and the boundary posts on each allotment must - be plainly marked at each end so as to distinguis = it at Inspection, no material of a soft naturc must be used in the erpairs.
