heiliger you may proceed with your two minutes thank you um i need some clarity in regards to this amendment and i'm going to request legal counsel to give us some counsel my concern is um and before i make a decision as you know this originally was a hundred million dollars that turned into 250 million dollar line of credit 200 million dollars is to be utilized by disaster recovery and 50 million dollars has been utilized for government operations because we're dealing with this potential shut this shutdown we're dealing with and it might affect us i was told that we will be utilizing 50 million for operating expenses and 50 million for either disaster or operating use if the federal government shutdown extends beyond december 1 20 25. my question is why is it this when mr reimer came he spoke about access to only 50 million dollars and if needed one minute go on and utilize maybe accessing another 50. how this is written it gives full access to a whole hundred million dollars one time where five 50 million is utilizing for operating expenses and 50 million for either disaster related or operating so it has operating use twice so that could from my interpretation that would mean that this document could utilize up to a hundred million dollars for operation 30 seconds and that's why i need some clarity how it's written i don't think that's what i 0:27:53 heard mr julio reimer say and i am very cautious about putting us in further debt i understand we might be dealing with a situation but i have to be very mindful when it comes to the people and the taxpayers dollars thank you and i resolve the balance of my time thank you very much senator francis heiliger how much time it's remaining for five seconds five seconds uh senator novelly francis you may proceed with your two minutes uh thank you um mr president i think one of the my my colleague had alluded to the fact that she wanted some clarity from legal counsel so i'll um allow for legal counsel to respond um at this time i guess she could use my time to respond to the senator thank you uh tony secu can you please speak directly into the mic yes okay is your question whether or not the entire 100 million dollars could be used for operating expenditures is that the question i'm trying to figure out if if this situation what if we were to pass this amendment would they have access to a hundred million dollars in operating expenditures because one says 50 million dollars in operating expenditures and the other says 50 million dollars for either disaster related or operating use so i'm trying to figure out would all of that be considered operating costs that would then open the door for up to 100 million dollars versus 50 for operating and the other 50 for disaster and um would this be done in part because how it's written we were told he was requesting only access to the first 50 million time and if we needed additional 50 it would be triggered at a later time would this now leave the whole thing open immediately and not triggered in part 50 and 50. 0:29:56 okay so um the the first part of the question is whether or not the um entire amount could be used for the operating expenditures the way the amendment is worded yes the 100 million dollars can be used for operating expenditures in one part of the amendment it says 50 million dollars for operating expenditures and 50 million dollars for either disaster related or operating use um if the federal government shut down extends beyond december 1st 2025. um the money uh is um immediately available there is nothing in the amendment that uh allocates part of the money now and then another portion later so the entire hundred million will be available for expenditure and that is my concern because that is not how it was related to us so i don't know i i understand what needs to be done but i think the amendment needs to be rewarded in order to reflect what us as a body want to do instead of just giving open access because this was supposed to be specifically used for in case of the shutdown and i i i think it's irresponsible for us to now just leave it open for a hundred million so i'm just asking if we could look at that as a body thank you thank you senator i'm a francis heidegger senator francis mr president i um i disagree that the hundred million dollars will be available for um immediate use i think that the the um the amendment is clear that the additional 50 million dollars will be available if it says here operating use if the federal government shutdown extends beyond december 1 2025 if if it if the federal government shutdown extends beyond 2025 then the 0:32:20 additional 50 million become available uh for use um that has been my interpretation uh based on my conversation with the legal counsel drafter uh that put this bill together and um again all of this that's what's going to happen so we're going to go to the federal government we're going to go to the the federal government so all of this nothing happens or we revert immediately upon the reopening of the federal government my time i've been called i again well there's no balance to return so time exhausted all
