ACT NO, 7187 BILL NO. 28-0231 TWENTY-EIGHTH LEGISLATURE OF THE VIRGIN ISLANDS Regular Session 2010 An Act authorizing the designation of Lindbergh Bay as an Area of Particular Concern or a Marine Sanctuary . —(-—- WHEREAS, in 1671 Danish West Indian Company was granted a charter by King Christian V to colonize what was to become the Danish West Indies; and WHEREAS, after settlement the land we now know as Lindbergh Bay was called “Mosquito Bay” and sold in 1725 to planter Johan Lorentz Carstens; and WHEREAS, Mosquito Bay was managed by Gesoe Dominque, the first free black man to hold such a position in the Danish West Indies; and WHEREAS, Carstens supported and housed members of the Moravian Church at Mosquito Bay and allowed for converted slaves to be baptized in its waters; and WHEREAS, Carstens afforded refuge to missionaries who ran afoul of the law after WHEREAS, on December 30, 1736, there was a mass baptism at Mosquito Bay and all those baptized were told they could enter paradise and from that time the bay was nicknamed “Paradise Bay”; and their interracial marriage; and WHER …
