& - Publication. T is hereby made knowu, that whereas l the following Member of the Colonal Council elected by the Voters of Fred- eriksted Country District, viz: 2nd Me n- ber G. NORDBY, has recently become disqualified to sit in eaid Council and hold said office, because of the passage av Congress of an Act which was ap- proved on July 12, 192i. it is resolved, by virtue of paragraph 34, Section 3, of the Colonial Law, that a special eleetion of a Member to the Couneil in lieu of the said gentleman, shall take piace in the Courthouse lln Frederiksted on THURSDAY THE 25TH DAY OF AU- GUST 1921. The polling will commence at 1 o’clock p. m. and in accordance with Paragraph 30 of the Colonial Law, will close at 4 p m. at the earliest. At the election no one can be consid- ered unless he has announced himseif as a candidate, or has been s 0 announced by one of the electors of the Electoral District. The announcement of ecandi- dature shall either be made in writing, or by personal attendance of the an- nouncer before the Electoral Board. The written announcement signed by the announcer (announcers) munst be sent to the undersigned Chairman at his official office not later than 4 o’clock p. m. on the 21ST DAY OF AUGUST 1921, and for receiving announcements made personally, the Electoral Board will meet at the place where the election is to be held at 3 o’clock p. m. on MON:- DAY THE 228 D DAY OF AUGUST 1921. STAKEMANN, has recently become disqualified to sit in said Coun- cil and hoid said office, because of the passage by Congress of an Act which was approved on July 12, 1921, it is re- solved, by virtue of Paragraph 34. Sec- tion 3, of the Colonial Law, that a spe- cial election of a Member to the Colonial Couneil in lieu of the said gentleman shall take place in the Courthouse in Chris- tiansted on FRIDAY THE 26TH DAY OF AUGUST 1921. D service between the Uai- T ted States and this office is growing steadily, and uring the past six months has increased ! least 60%. This is ¢ood business, and it is appre- ciated. However, recent experience in- dicates that there is developing consid- erable laxity in the redemption of C. 0. D. parcels, due no doubt to the faet that patrons of rhis gservice have gain- ed the understanding that theyv have 30 days in which to claim such mail, and that it will be returned so sender ,at the expiration of 30 days without any obli gation or expense attaching to the ad dressee. To import goods, have the send- ers prepay postage and O 0D fee, and eventually fail to redeem such ‘importations, necessitating the eohection of return-postage from senders, and lin posing needless labor on the postzl ser- vice in hand ing and re-handling of such matter, is obviously to take an undue ad- vantage of the privileges offered by the C. 0. D. service, and it is desired to bring this sitnation strongly to the no- tice of those concerned that the unde- sirable practice may be _corrected imme- diately. At the same time all patrons of the C. O. . service are advised that only in cases where senders do not restrict delivery toa fewer number of days will C. O. D. parcels be heid 30 days at office of delivery. When send- ers fix a certain time-limit, not less than 3 nor more than 30 days, C. 0. D mat ter will be treated qecordingly. It 1s not understood why merchandise 'woul.d ba imported if not wanted, or before It is needed and caa be re eemad, and i: is sincerely hoped that delingquents }Vh@ have received first and second notices of the arrival of C. 0.
