PUBLIC NOTICE I. NOTICE OF THE DEPARTMENT OF PLANNING AND NATURAL RESOURCES (DPNR) INTENT TO ISSUE THE TERRITORIAL POLLUTANT DISCHARGE ELEMINATION SYSTEM (TPDES) GENERAL PERMIT No. VIGSA0000. The General Permit VIGSA0000 has been developed in accordance with the provisions of Section 402(p) of the Clean Water Act, 33 U.S.C. § 1251 et. seq., as amended by the Water Quality Act of 1987, P.L. 100-4, and the Virgin Islands Water Pollution Control Act, 12 V.I.C. § 184 et. seq. for stormwater discharges associated with industrial activity, as defined by 40 CFR 122.26(b)(14). The General Permit VIGSA0000 covers the entire Territory of the United States Virgin Islands. II. DATE OF NOTICE: September 5, 2024 III. DESCRIPTION OF GENERAL PERMIT VIGSA0000 The General permit is being reissued to permit and cover the discharge of storm water from construction activities that clear one acre of land or more. Permit coverage is required from the commencement of discharge activities until final stabilization of the permitted site, as defined in VIGSA0000. IV. …

Comments must be submitted by email to mary.stiehler@dpnr.vi.gov, on or before Tuesday, November 5, 2024. V. DPNR’S RESPONSE TO COMMENTS Following the close of the 60-day comment period, a written response to comments and petitions will be developed as soon as possible. Comments must be submitted to DPNR at the above- mentioned address by email on or before September 27, 2024. All comments received during the public notice period will be considered. This response to comments will be available to the public in the same manner as today's notice.
