Labor Union, ap- pearing in this paper, we the under- signed members of the Supreme Council of the Labor Union take this opportunity to state these facts:— (1) That on June 7'h. the President R. de Chabert, was invited to attend a meeting of the Supreme C)uncil along with the other paid and employed Exec- utive officers of the Institution, which invitation they declined, thus and other- wise treating the Council with supreme contempt. 2T xR A NN (2) The meeting was held without their presence in view of their refusal to attend and subsequently the 24 members of the Supreme Council present at that meeting of the 7th sent a politely writ- ten invitation to the President of the Labor Uniol asking him to convene a meeting on Friday the 17th inst. for the purpose of: (a) Signing the deed giving to Mr. D. Hamilton Jackson th> premises No. 2 Company Straet, (b) T»e putting before the Council a long overdue Financial Statement of the standing of the Institution. (¢) 'The showing up to the councii the original contraczt said to be existing be- t veen the Labor Union and an attorney- at-law, named O. C. Granady, whom they say they have employel as attorney for the Labor Union. (3) This request was ignored and treated with severe contempt also. The President even refused to receive the ietter when it was taken to his office by one of the members of the council. It was subsequently handed to the Secre- tary of the Labour Union and nothing further has been heard of it, be it suffi- cient to say that the meeting of the 17th as requested has not vet been convened by the President R. de Chabert. (4) That in consequence of such dis- courtesy the Supreme Council has felt freed from any obligation to notify offi zers whom they employ of future meet- ings because they have been as curt and impoiite to the members of the supreme council as circumstances would permit. (6) That Rev. R. G. Barrow is the Acting Director of the Educational De- partment of the St. Croix Labor Union and will be so until the return of Mr. D. Hamilton Jackson. Arrangements to that effect were made by the supreme council in June 1920 and have not s'nee heen repudiated by them and these ar- rangements are recognised as binding on the Union by the vast majority of the members of the Institution. (6) That regardless of who may think otherwise we the nndersigned know that C. Crowe, R, de Clrabert and O C. Granady & Co. do not have the approval nor support of us nor of any of the reputable members of the Institrution in all their sundry aects of folly by which they have been distinguishing them- selves of late. (7) The members of the Supreme Council of the Labor Union have not at- tempted to set at naught a court’s de- cision (which so far had been duiy car- ried out) but they will not tolerate with- in their institution the breaking of sol- emn c¢ontracts and settled arrangements simply bec use certain individuals in the organization want to take advantage of the fact that all such arrangements were not committed to writing. ¢8) That the members of the Supreme Council of the Labor Union although severely provoked by their Exeecutive Officevs to hreak the peace have succeeded in keeping it for the past 6 months and iniend to keep it for the {ature in spite ™ of all the defiant and provocative actions of the Executive Officers of the Insti- tation. Section 20.-KEvery Coutt of Justice has power-- (1). To preserve and enforce order in its immediate presence. (2) To enforce order in the proceed-” ings before it or before a person or body empowered to conduct a judicial inves- tigation under its authority. (3). To provide for the orderiy con- duct of proceedings before it or its of- ficers. (4). To compel obedience to its judge- ments, order:s, process, and to the or- ders of a judge out of court in all ac- tions or proceedings pending therein. {5). To control, in furtherance of jus- tice, the conduct of its ministe ial offi- cers and other persons in any manner connected with a judicidl proceeding be- fore it in every matter appertaining thereto. _ (6). To compel attendance of persons to testify to an action or proceeding therein. (7) To administer oaths in an action or proceeding pending therein and 1n all other cases where it may be neces sary in the exercise of its powers or the performance of its duties. POWERS, HOW EXERCISED. Section 21.-For the effectual exercise of the powers specified in the last section, the court may punish for contempt in the cases and in the manner provided by law or ordinance. ; Section 22.-A judicial officer is a per- son autborized to act as a judge in a court of justice. Such officer shall not act as such in a court of which he is a member in any of the following cases:
