R. 87 To establish the Castle Nugent National Historic Site at St. Croix, United States Virgin Islands, and for other purposes. - IN THE HOUSE OF REPRESENTATIVES JANUARY 3, 2013 Mrs. CHRISTENSEN introduced the following bill; which was referred to the Committee on Natural Resources A BILL To establish the Castle Nugent National Historic Site at St. Croix, United States Virgin Islands, and for other purposes. 1 Be it enacted by the Senate and House of Representa- 2 tives of the United States ofAmerica in Congress assembled, 3 SECTION 1. SHORT TITLE. 4 This Aet may be cited as the "Castle Nugent Na- 5 tional Historic Site Establishment Act of 2013". 6 SEC. 2. DEFINITIONS. 7 In this Aet: 8 (1) HISTORIC SITE.-The term "historic site" 9 means the Castle Nugent National Historic Site es- 10 tablished in section 3. .. 2 1 (2) SECRETARY.-The term "Secretary" means 2 the Secretary of the Interior. 3 SEC. 3. CASTLE NUGENT NATIONAL HISTORIC SITE. 4 (a) ESTABLISHMENT.-There is established as a unit 5 of the National Park System the Castle Nugent National 6 Historic Site on the Island of St. Croix, U.S. Virgin Is- 7 lands, in order to preserve, protect, and interpret, for the 8 benefit of present and future generations, a Caribbean eul- 9 tural landscape that spans more than 300 years of agrieul- 10 tural use, significant areheologieal resources, mangrove 11 forests, endangered sea turtle nesting beaches, an exten- 12 sive barrier coral reef system, and other outstanding nat- 13 ural features. , 14 (b) BOUNDARIES.-The historic site consists of the 15 approximately 2,900 acres of land extending from Lowrys 16 Hill and Laprey Valley to the Caribbean Sea and from 17 Manehenil Bay to Great Pond, along with associated sub- 18 merged lands to the three-mile territorial limit, as gen- 19 erally depicted on the map titled "Castle Nugent National 20 Historic Site Proposed Boundary Map", numbered T22/ 21 100,447, and dated October 2009. 22 (e) 1\<[~P AVAILABILITY.-The map referred to in sub- - 23 section (b) shall be 6n file and available for public inspee- 24 tion in the appropriate offices of the National Park Serv- 25 iee, Department of the Interior. •HR 87 IH .. 3 1 1 (d) AcQUISITION OF LAND.- 2 (1) IN GENERAL.-Except as provided in para- 3 graph (2), the Secretary is authorized to acquire 4 lands and interests in lands within the boundaries of 5 the historic site by donation, purchase with donated 6 or appropriated funds, or exchange. 7 (2) U.S. VIRGIN ISLAND LANDS.-The See- 8 retary is authorized to acquire lands and interests in 9 lands owned by the U.S. Virgin Islands or any polit- 10 ical subdivision thereof only by donation or ex- 11 change. 12 SEC. 4. ADMINISTRATION. 13 (a) IN GENERAL.-The Secretary shall administer 14 the historic site in accordance with this Act and with laws 15 generally applieable to units of the National Park System, 16 including- 17 (1) the National Park Service Organic Act (39 18 Stat. 535; 16 U.S.C. 1 et seq.); and 19 (2) the Aet of August 21, 1935 (49 Stat. 666; 20 16 U.S.C. 461 et seq.). 21 (b) SHARED RESOURCES.-To the greatest extent 22 practicable, the Secretary shall use the resources of other - 23 sites administered by the National Park Service on the 24 Island of St. Croix to administer the historic site. •HIt 87 III .. 4 1 (e) CONTINUED USE.-In order to maintain an im- 2 portant feature of the cultural landscape of the historic 3 site, the Secretary may lease to the University of the Vir- 4 gin Islands certain lands within the boundafy of the his- ~ 5 torie site for the purpose of continuing the university's op- 6 eration breeding Senepol cattle, a breed developed on St. 7 Croix. A lease under this subsection shall contain sueh 8 terms and conditions as the Secretary considers appro- 9 priate, including those necessary to protect the values of 10 the historic site. 11 (d) MANAGEMENT PLAN.-Not later than three years - 12 after funds are made available for this subsection, the See- 13 retary shall prepare a general management plan for the 14 historic site. 0 f •HR 87 m ..
