CLARIFICATION OF APPLICATION OF FEDERAL 1 ELECTION LAWS TO CERTAIN JURISDIC- 2 TIONS. 3 (a) FEDERAL ELECTION CAMPAIGN ACT OF 1971.— 4 Section 301(12) of the Federal Election Campaign Act of 5 1971 (2 U.S.C. 431(12)) is amended by striking ‘‘or a 6 territory or possession of the United States’’ and inserting 7 ‘‘American Samoa, the Commonwealth of the Northern 8 Mariana Islands, Guam, or the United States Virgin Is- 9 lands’’. 10 (b) CRIMINAL PENALTIES.— 11 (1) INTIMIDATION OF VOTERS.—Section 594 of 12 title 18, United States Code, is amended by striking 13 ‘‘Delegate from the District of Columbia, or Resi- 14 dent Commissioner,’’ and inserting ‘‘or Delegate or 15 Resident Commissioner to the Congress’’. 16 (2) INTERFERENCE BY GOVERNMENT EMPLOY- 17 EES.—Section 595 of title 18, United States Code, 18 is amended by striking ‘‘Delegate from the District 19 of Columbia, or Resident Commissioner,’’ and insert- 20 ing ‘‘or Delegate or Resident Commissioner to the 21 Congress’’. 22 (3) VOTING BY ALIENS.—Section 611(a) of title 23 18, United States Code, is amended by striking 24 ‘‘Delegate from the District of Columbia, or Resi- 25 VerDate Mar 15 2010 01:57 Oct 27, 2011 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3268.IH H3268 jbell on DSK7SPTVN1PROD with BILLS 3 •HR 3268 IH dent Commissioner,’’ and inserting ‘‘or Delegate or 1 Resident Commissioner to the Congress’’. 2 (c) VOTING RIGHTS ACT OF 1965.—Section 11 of the 3 Voting Rights Act of 1965 (42 U.S.C. 1973i) is amended 4 by striking ‘‘Delegate from the District of Columbia, 5 Guam, or the Virgin Islands, or Resident Commissioner 6 of the Commonwealth of Puerto Rico’’ each place it ap- 7 pears in subsections (c) and (e)(2) and inserting ‘‘or Dele- 8 gate or Resident Commissioner to the Congress’’. 9 Æ VerDate Mar 15 2010 01:57 Oct 27, 2011 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H3268.IH H3268 jbell on DSK7SPTVN1PROD with BILLS
