Croix at its extraordinary meeting heid on the 25 May 1920, has been sanctioned and ap- proved as foliows: e “The hereto attached draft of Ordin- ance consisting of': Title I—Orggunization. . which was passed by the Colomial Coun- cil for St. Croix, on Tuesday, May 25, 1920, is hercby sanctioned and app_roved to take effect and be in full foree in all its provisions at and on August Ist, 1920, at 12:01 o’clock a. m. STAKEMANN. | o oM ] upon which there will probably arise no | little diffe ence of opinion, especially as | regards bill No. 43 introduced by Ist. | member for Christiansted tov'n Abram- | son, providing for the sale of spirituous, | vinous, and malt liquors ete. This bill | contemplates the abolition of the existing | prohibition against the sale of the pro- | ducts named in it, and if passed, and not | vetoed by the Governor, the local manu | facture and sale of spirituous liquors, | and the importation and sale of certain | such, will again be vermitted. Small as | this island is, and iioderate as the habits | of the people have been in the use of | strong drink, opinion is divided as to whether the place ghould be bone dry or wet. As a matter of faet there has heer no real opportunity of uvaining practieal experiencs as to what a truly dry place 15 like since the dry biil went in foree here, for the wets had put in stores of liquor which are not yet «xhausged, and the poorest barkeast is said to be able to get his grog with much the same ease as before. It has been time and again em- phasized that the condiiion in ghis island hardly warranted drastic meas- ures to combat intemperance of which there was very little. Lawyer Stake- mann in valuable contributions on the subject has showed statistical evi- dence where the percentage of aleohol consumed in this island was less than in other places tkat could baost of tem- perance. The late Canon Watson has used the eolumns of this paper in defence of the accusation that drunkenness was rampant in St. CUroix, and those who have viewed the situation from all sides doubtless -know that little erime was “actually due to drankenness. There is advanced likewise the argument that the manutacture of rum forms one of *he chief industries of the island and ought to be upheld. Then, {OO, comes the geuneral decrying of prohibition from the standpoint so mueh clamored when it was approaching on the continent that it ineroaches upon the personal rights of the individual who should not be die- tated to what he shouid drink any more than what he should eat. All good ar- gument so far, but it is not necessariiy good argument that wins out in St Croix. In the interest of the island and the progress of its people and the affilia- tion with the mother nation, so much tc be encouraged, it is to be hoped that whatever be the upshot of this move, it will not impair the chances of these islands with the motheir-country, nor represent them in a less favorable light than they deserve. LOCAL. Itis circulating that today's meeting of tha Council is likely to prove very in- teresting. A good attendance of speeta- tors is encouraged, and good behaviour also. While the enthusiasm oY the gal- lery may be aroused by remarks appeal- ing to the feelings of those not privi- leged to speak, it should be horne in mind that it is none the less confusing to the chair and the stenogravher, apart from being contrary to the rules of the Coun- cil, to indulge in boisterous clapping and talking.
