(McLaren/Hart) on behalf of Island Chemical Company (ICC) during the month of November 1997, for the Remedial Investigation (RI) of the Virgin Island Chemical Site in St. Croix, U.S. Virgin Islands (Site). This report has been prepared in accordance with the requirements specified in Section Vm of the Administrative Order on Consent (Consent Order) for this project effective October 6, 1994 (EPA Index No. H CERCLA-94-0401) and described in Section 5.1.2 of HLA Work Plan dated March 21, 1994 (including revisions dated August 5,1994, September 19, 1994, May 19,1997, and July 25, 1997). 1.0 COMPLIANCE ACTIVmES This section describes actions taken toward compliance with the Consent Order and describes Work Plan tasks implemented during November 1997. On November 4, 1997, McLaren/Hart forwarded correspondence to EPA to propose the installation of additional borings in the Aboveground-Storage Tank (AST) Area. On November 13, 1997 McLaren/Hart forwarded correspondence to EPA in response of a request by CDM -FPC for a determination of chloroform detection limits of the on-site field gas chromatograph (GC). On November 13, 1997, McLaren/Hart forwarded correspondence to EPA to summarize actions taken to complete the sediment-sampling program in the River, Bethlehem and Fairplain Guts. On November 17, 1997, the Monthly Progress Report for October 1997 was submitted to EPA. H:\GE0\ICOD0CUMENTMCC01S.D0C 25 Independence Boulevard, Warren, NJ 07059 (908) 647-8111 FAX (908) 647-8162 U) o o 00 <T\ IO Ms. Caroline Kwan December 15,1997 On November 18, 1997, McLaren/Hart forwarded correspondence to EPA to summarize historical chloroform concentrations and propose additional borings in the Process Pit Area. 2.0 RESULTS OF SAMPLING AND DATA GENERATED OR RECEIVED This section identifies the results of field sampling, analytical data (validated and/or invalidated), and other information received by the respondents. During the month of November, the data generated by McLaren/Hart as part of the Phase HI Remedial Investigation Activities was received by McLaren/Hart. The data generated included: • Soil sampling and analysis in the AST area, central storm drain areas. River Gut, and background samples; • Sediment sampling and analysis in the River Gut, Bethlehem Gut, and Fairplain Guts; and, • Sediment sampling and analysis in the central and southern storm drains. In addition, preliminary soil boring sampling results for the Process Pit Area and the Lab Pit Area are included for your information. These analytical results are subject to fiirther data validation. These validated results have been included as an attachment to this Monthly Progress Report.
