INC ORDER WHEREAS, on June 30, 2015, the Commission ordered that Caribbean W2E Conversion U.S.V.L. Inc.’s (hereinafter “CW2E”) Application for Qualifying Facility status be accepted and CW2E must report to the Virgin Islands Public Services Commission (hereinafter “the Commission” or “PSC”) on its progress in obtaining an interconnection agreement with the Virgin Islands Water and Power Authority (hereinafter “the Authority” or “WAPA"), and all other necessary agreements, contracts and leases within six (6) months; and WHEREAS, on July 19, 2018, WAPA filed a Petition with the Commission seeking approval of its power purchase agreement (hereinafter “PPA”) with CW2E for the purchase of electric energy for the Territory of the Virgin Islands through waste to energy conversion projects; and WHEREAS, on August 21, 2018, the Commission m …

GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission IN RE: THE VIRGIN ISLANDS WATER AND POWER AUTHORITY’S PETITION FOR APPROVAL OF ) Docket No. 671 ) POWER PURCHASE WITH CARIBBEAN W2E ) ) ) Order No. 50/2019 CONVERSION U.S.V.1. INC ORDER WHEREAS, on June 30, 2015, the Commission ordered that Caribbean W2E Conversion U.S.V.L. Inc.’s (hereinafter “CW2E”) Application for Qualifying Facility status be accepted and CW2E must report to the Virgin Islands Public Services Commission (hereinafter “the Commission” or “PSC”) on its progress in obtaining an interconnection agreement with the Virgin Islands Water and Power Authority (hereinafter “the Authority” or “WAPA"), and all other necessary agreements, contracts and leases within six (6) months; and WHEREAS, on July 19, 2018, WAPA filed a Petition with the Commission seeking approval of its power purchase agreement (hereinafter “PPA”) with CW2E for the purchase of electric energy for the Territory of the Virgin Islands through waste to energy conversion projects; and WHEREAS, on August 21, 2018, the Commission met in regular session and voted to ACCEPT the Authority’s Petition for Approval of Power Purchase Agreement with CW2E; and WHEREAS, PSC Order No. 53/2018 dated September 19, 2018, approved the Authority’s PPA with CW2E; and WHEREAS, the Commission met with the parties during its regular meetings over the course of several months regarding the status and continued progress of the interconnection agreements between CW2E and WAPA; and WHEREAS, on June 11, 2019, the Commission received a letter from CW2E requesting an extension for 120 days in order to meet the early terms of the PPA with WAPA; and WHEREAS, on June 12, 2019, the Commission met in regular session at its office on St. Thomas, United States Virgin Islands and at the Virgin Islands Board of Education office on St. Croix, United States Virgin Islands; and
