Warsaw, Aug. 3rd.— The breaking off of the negotiations between the Poles and the Bolshevists, out of which it was hoped would come an armistice and an early cessation of hostilities, was due to a misunderstanding, according to the contention of the Russian Soviet authori- ties in a wireless despaten received here today. The latest communication from the Soviets suggest that negotiations both for an armistice and for peace should pe held at Minsk, on Wednesday. It asks that the Poles send a delegation to Minsk, invested with the necessary credentials to negotiate peace. The Poles contend it will be a physical impossibility for them to comply with this proposal while the Polish delegates are re-tracing then steps homeward from Baranovitch. Paris, Aug. 4th.—Polish, Freneh and British military experts at Warsaw tele- graphed here last night stating that Warsaw must be evacuated within two or thicé days. They report that the Polish army along the Bug river, which wes Warsaw’s last line of'defence, re- treated so precipitately that they did not destroy the bridges behind them. London, Aug. 4th. —When the Bolshe viki suggested the opening of negotia- tions at Minsk on-Wednesday, they pro- posed in order to save time, that the Polish Govt. should notify the Russian Govt. by wireless that a courier with new credentiais nad been sent, says a des: patch to the ‘‘Herald’’, the labour organ, from Christiania. London, Aug. 4th.—The British Govt., irritated over what it believes Soviet Russia’s equivocation over the British suggestion that the Russians halt at the armistice line of demarcation in Poland, and begin peace negotiations, has des- patched a sharp note to the Soviet Govt. demanding an answer yes, or no, as to whether that Govt. intends to listen to the suggestion. London, Aug. 4th. —A remarkable mo- tion, demanding that the Govt. arrest and impeach Mr. Winston Churchili, the Secretary of State for War, at the bar of Parliament for violating the constitu- tion by using British military resources to assist the reactionary elements in Europe to make war against Soviet Rus- sia, without the eonsent of the British Parliament or people, will be submitted by the [ndependent Labour Party, at the annual conference of the Scottish Labour Party in Glasgow on September twenty- tourth.
