REQUEST FOR QUOTATIONS (RFQ) (United Resources limited) Existing Conditions, Topographic, and As-Built Survey Services 1. RFQ INFORMATION RFQ Title: Survey Existing Conditions, As-Built, and Topographic Survey of Parcel 16, Estate Thomas (formerly Parcel 14M) Issue Date: February 17, 2026 Issuing Organization: United Resources Limited Project Location: St. Thomas, U.S. Virgin Islands RFQ Number: #100801 2. PURPOSE The purpose of this RFQ is to solicit qualified land surveying firms to provide existing conditions, topographic, boundary retracement, and utility identification survey services for Parcel 16, Estate Thomas. The selected firm shall provide accurate geospatial data and survey deliverables to support planning, design, and development activities. 3. SCOPE OF WORK The contractor shall provide all labor, equipment, and expertise necessary to complete the following: A. Horizontal and Vertical Control  Establish a minimum of two (2) primary horizontal and vertical control points.  Reference coordinate system: o Horizontal Datum: SPCS NAD83 (2011) o Vertical Datum: VIVD09  Units: U.S. Survey Feet B. Boundary Retracement Survey  Perform a boundary retracement survey of the subject parcel.  Identify and verify property boundaries and corners. C. Existing Conditions Survey  Conduct a detailed survey of the site and adjacent roadways.  Identify and document: o Buildings and structures o Pavement and markings o Property corners and fences o Drainage features o Above-ground utilities and overhead lines o Sidewalks and parking areas o Trees greater than 6” DBH o Other visible site features within property limits  Utilize GPS Base/Rover and conventional survey methods as required. D. Topographic Survey  Perform geospatial data collection at a 20-foot grid interval.  Generate a Digital Terrain Model (DTM).  Produce contours at 2-foot intervals.  Collect cross-sectional data at: o 20-foot intervals o Minimum 50-foot coverage E. Utility Designation & Identification  Perform utility survey in accordance with: o ASCE 38-22 Quality Levels D and C  Identify visible: o Water systems o Drainage systems o Power systems o Gas systems o Sanitary systems  Provide: o Invert elevations of visible utilities  Note: No subsurface investigation or GPR required. 4. DELIVERABLES The contractor shall provide:  Electronic deliverables in: o AutoDesk AutoCAD format o Adobe PDF format  Survey components to include: o Existing Conditions Survey o Topographic Survey o Boundary Retracement Survey o Utility Identification Survey  Two (2) half-size hard copy plot sets 5. EXCLUSIONS The following services are not required under this RFQ:  Subsurface utility locating (GPR or Quality Level A)  Excavation, probing, or rodding  Environmental or permitting services  Right-of-entry coordination  Tree inventory  High-definition surveys  Sewer cleaning or maintenance activities  Any services not explicitly stated in the scope 6. SCHEDULE REQUIREMENTS  Mobilization shall begin within two (2) weeks after: o Notice to Proceed (NTP), or o Site access authorization  Project execution and sequencing shall be coordinated with the issuing organization. 7. QUOTATION REQUIREMENTS Vendors shall submit: 1. Firm Information o Company profile and qualifications o Relevant project experience 2. Technical Approach o Methodology for data collection and processing o Equipment and technologies to be used 3. Schedule o Proposed timeline for completion 4. Cost Proposal o Lump sum or itemized pricing 5. Assumptions o Any assumptions made in preparing the quotation 8. GENERAL CONDITIONS  Work shall be completed under PPE Level D requirements (as applicable).  All work shall be completed in a single mobilization, unless otherwise approved.  Payment terms: Net 30 days  Liability shall not exceed the total contract value.  Quotations shall remain valid for 45 days from submission. 9.
