My name is Damian Cartwright, a professional engineer with over twenty-four (24) years of progressive related experience. In addition, I am also a Licensed General Contractor. Thank you for the opportunity to present testimony in support of my nomination by Governor Albert Bryan Jr. to be seated on the Virgin Islands Board of Land Use Appeals. Please allow me the opportunity to provide a summary of my educational and professional experience which I feel qualifies me to contribute to this Board. Testimony to the 36th Legislature of the Virgin Islands Committee on Rules and Judiciary Nomination to the Virgin Islands Board of Land Use Appeals The Honorable Carla J. Joseph Chair Good Morning Honorable Senator Carla Joseph, Chair of the Committee on Rules and Judiciary, all senators present, legislative staff, and the listening and viewing audience. My name is Damian Cartwright, a professional engineer with over twenty-four (24) years of progressive related experience. In addition, I am also a Licensed General Contractor. Thank you for the opportunity to present testimony in support of my nomination by Governor Albert Bryan Jr. to be seated on the Virgin Islands Board of Land Use Appeals. Please allow me the opportunity to provide a summary of my educational and professional experience which I feel qualifies me to contribute to this Board. I graduated with a Bachelor of Science with Honors from the University of Florida in December 2000. I have practiced professional engineering for the past two decades and have also been directly working in the construction sector for the past four years. Damian Cartwright - Testimony to the 36th Legislature of the U.S. Virgin Islands September 8, 2025 I hold five (5) professional licensures for the practice of engineering to include the United States Virgin Islands, the State of Florida, the State of Georgia, the State of Alabama, and The Bahamas. I recently attained my General Contractors license in the United States Virgin Islands through examination. I have designed and been directly involved in the successful construction and completion of many capital projects. During my career, I’ve had the pleasure of working directly with land surveyors, architects and urban planners, which along with my related experience, has given me expert insight into land use, zoning requirements, and best practices. I am truly honored and humbled to be considered for such a prestigious Board that plays a pivotal role in the advancement of the Territory, and ensuring and protecting the interest of the general public. If my nomination is approved, I intend to contribute immediately alongside the other Board members to improve and enhance efficiency and overall effectiveness. Chair Senator Carla Joseph, I thank you again for the opportunity to present details in support of my nomination for the V.I. Board of Land Use Appeals.
