Pre-Bid Conference: A Pre-Bid Conference will be held on Thursday, July 20, 2017 at 10:00 a.m. Cost Per Set: $25.00 NON REFUNDABLE Liquidated Damage: $50.00 Completion Time of Work: 60 calendar days Information regarding bidding documents Bidding Documents include the Public Notice, this Invitation to Bid, Instruction to Bidders, Contractor’s Qualification Statement, the Contract, Performance and Payment Bonds, General Provisions, Special Provision, Supplemental Specifications, Plan and Specifications. All documents may be obtained from the Department of Property and Procurement. Each bid must be accompanied by a Bid Guarantee as provided for in Form No. P&P-ITB-CC-16-73 (Instruction to Bidders) which is hereby made a part of this Invitation and by this reference incorporated herein as fully and effectively as if set forth in detail. Bid Guarantee for Preferred Bidders will be a specified in 31 V.I.C. 236a (Act No. 2995 approved April 16, 1971) if Preferred Bidders Act applies. If Preferred Act does not apply, failure to provide a five (5%) percent bond will render the bid unresponsive. It is the Bidder’s responsibility to determine if the Act Applies. Bid Guarantee will be in the form of a Bond (Corporate or Individual Surety), Money Order, Certified Check, Irrevocable Letter of Credit or Cash. No Bidder will be allowed to withdraw his bid within a period of thirty (30) calendar days following the date set for the opening thereof. Preferred Bidder: Any bidder claiming eligibility as a “preferred bidder” under the provision of the Preferred Bidder’s Act (31 VIC 236a — Act No. 2995, approved April 16, 1971) must request that his name be added to a preferred bidder’s list to be maintained by the Commissioner of Property and procurement. THOMAS, VIRGIN ISLANDS 00803-1118 PHONE: (340) 775-6762 Gallows Bay Boat Access Dock: Scope of Work Statement Background The boating access facility at Gallows Bay, St. Croix, VI, consists of a single dock built out from the grassy shore and adjacent, unimproved “sand ramps”. The dock receives a high amount of daily traffic due to its location between downtown Christiansted and the Port Authority Needs A recent survey by DFW staff found that the dock is in poor repair. Approximately 50% of the decking has deteriorated from weathering and rot. The framing is similarly deteriorated, and most of the rub stakes are gone. In addition, one of the concrete pilings on the dock has become degraded and needs replacement. Collapsed and useless fenders have been tied along the length of the dock, and must be disposed of. Instructional signage that had been installed is no longer present. Additionally, the concrete approach to the dock and the fish cleaning station show wear and require refurbishment. Approach A local marine building contractor will be employed to perform the needed repairs to the dock and pilings and approach. Contracts will be negotiated for purchase of materials and performance of the work. DFW staff will oversee the contractors via site visits during the working period, and will provide regular reports on progress to DFW managers. Expected Results and Benefits As a result of this project recreational boaters will have improved and safer access to offshore waters. The dock structure in Gallows Bay will have improved functionality and greater convenience to recreational boaters. The improvements will decrease the risk of injury or property damage when boaters are using the dock. There will be clear signs detailing the rules and procedures for this dock which will both decrease the potential for accidents and misuse. This will greatly enhance the overall recreational boating experience in the US Virgin Islands. Objectives 1. Repair framing, rub stakes, decking, pilings, and signage on the dock. 2. Improve the approach to the dock with a concrete ramp at the dock base. Task 1: Repairs Objective: Repair framing, decking, piling, and rub stakes on the docking structure. Approach: A local marine building contractor will be employed to perform the needed repairs. DFW staff will oversee the contractor via site visits during the working period to ensure that work is progressing according to the contract that was negotiated for purchase of materials and performance of the work. Activity 2.1 Negotiate and draft a contract to perform repairs. DFW staff will meet with the selected contractors and develop comprehensive plans to repair the dock that minimizes environmental impacts and disruption to boat ramp use. Activity 2.2 Oversee repair work. DFW staff will make site visits during active construction to ensure that work is progressing according to schedule. If there is any problem or delay DFW staff will meet with the contractor and produce a plan that will get the work back on track and ensure that the project is completed on time. Task 2: Improve the approach to the dock and fish cleaning station Objective: Improve the approach to the dock with a concrete ramp at the dock base. Refurnish the fish cleaning station. Approach: A local marine building contractor will be employed to perform the needed concrete construction. A contract will be negotiated for purchase of materials and performance of the work. DFW staff will oversee the contractor via site visits during the working period. Activity 2.1 Advertise for contractors. DFW staff will advertise the need for contractors locally. Contractors will be invited to bid on the project. DFW management staff will select the most competitive bid. Activity 2.2 Negotiate and draft a contract to perform repairs. DFW staff will meet with the selected contractors and develop comprehensive plans to repair the existing lights and install new lights that minimizes environmental impacts and disruption to boat ramp use. Activity 2.3 Oversee repair work. DFW staff will make site visits during active construction to ensure that work is progressing according to schedule.
