THE VIRGIN ISLANDS POLICE DEPARTMENT “To Protect and Serve” Office of the Commissioner VIPD NEWS RELEASE - 1206523-374 For Immediate Media Distribution December 6, 2023 VIPD Successfully Executed a Warrant for the Arrest of the Suspect in the Murder of Chandler “Frenchie” Heath St. Croix, U.S. Virgin Islands – On January 29, 2023, at approximately 10:00 p.m., The Virgin Islands Police Department Major Crime Unit, St. Thomas district was assigned to investigate the murder of Chandler “Frenchie” Heath, a tow truck operator who was killed in Bolongo Bay on January 29, 2023. Investigation led to the identification of the suspect and a warrant was sought and obtained for the arrest of 23-year-old, Quasheem Christian as a contract killer. At about 11:40 a.m. on December 6, 2023, Mr. Christian was seen in Estate Mountain in a WAPA truck, and a traffic stop was made in the vicinity of the Industrial Park on Melvin Evans Highway. Mr. Christian was arrested without incident for Murder in the first degree. He was processed and unable to post his bail of $1,000,000.00. …

He was transported to the John Bell Correctional Facility pending Advise of Right hearing on Friday, December 8, 2023. Sean Santos, Police Chief St. Croix District stated, “This arrest really shows the communication between the islands (St. Croix, St. Thomas and St. John), considering that the incident occurred on St. Thomas and the arrest was made on St. Croix.” He further stated, “Some folks might question the tactics officers used but based on the severity of the warrant (being a murder warrant), the officers exercised caution. Everyone is aware of the climate that we are in, where officers are being challenged more by way of violence, so the officers addressed it appropriately.” ###
