To tha Paople of tha Virgin Is:ands: The Faderal Commission to the Virgin Islands hereby wishes to express its deep appreciation of all the courtesies and con- gitoration shown to it by ail publie offi- cials an ! eitizens generally residing in the islands of St. Thomas, St. Croix, and St. John (as well as in the nearby Brit- ish Island of Tortola which the Commis- sioners visited for the purpose of mak- ing a comparative study of industrial and economic conditions.) From Governor Philip Williams and his official staff down to the humblest resident of these islands the Commissioners found not only a readiness but an eager willingness to extend every possible courtesy and to afford the C)mmission fullopportunity to got any and all facis and information bearing upon the industrial and geolemi e depression in the Virgic Islands as weil as the underlying cauvses thereof. We are especially grateful to those who ap- peared before the Commission and gave their testimony as requested and while it has been rumored that some of those who so testified may suffer personal loss or persecution by reason of having stated the factsas they knew or believed them to be, this Commission would be deeply grieved to learn that any vindictive or resentful action had been taken against any of the said witsesses eith:r by pro- cess of 'aw or otherwise: however should any of those who testfied before the Commission be persecuted or made to suffer in any way by reason of their said testimony, the OCommission would be glad to have any person or :ersons wnho may be victims of such perseeation re- port the facts in Jull to either of the un- dersigned.
