Virgin Islands Enterprise Zone Commission Decision Meeting of Thursday, October 9, 2025 Summary During the Enterprise Zone Commission (“EZC”) Governing Board Meeting on Thursday, October 9, 2025, the Governing Board heard recommendations from the staff regarding one (1) application matter, and voted as follows: Regular Session: ➢ Action Items: ❖ APPLICATIONS: • DM Hospitality, LLC & Moravian Church VI Conference – Modification DM Hospitality, LLC (“DM”) & Moravian Church VI Conference (“Moravian”) was granted tax exemption benefits for the rehabilitation of a building located at 4 & 5 Wimmelskafts Gade. The Moravian has leased the property to DM. DM has committed to an investment of $150,000 and to employ 14 employees (6 temporary and 8 permanent full-time) who are residents of the Virgin Islands. On September 17, 2025, DM requested that its EZC documentation be updated to reflect only 5 Wimmelskafts Gade. (Currently, the EZC benefits are tied to 4 Wimmelskafts Gade, although in actuality DM occupies and has conducted renovations only within 5 Wimmelskafts Gade. …

Virgin Islands Enterprise Zone Commission Decision Meeting of Thursday, October 9, 2025 Summary During the Enterprise Zone Commission (“EZC”) Governing Board Meeting on Thursday, October 9, 2025, the Governing Board heard recommendations from the staff regarding one (1) application matter, and voted as follows: Regular Session: ➢ Action Items: ❖ APPLICATIONS: • DM Hospitality, LLC & Moravian Church VI Conference – Modification DM Hospitality, LLC (“DM”) & Moravian Church VI Conference (“Moravian”) was granted tax exemption benefits for the rehabilitation of a building located at 4 & 5 Wimmelskafts Gade. On September 17, 2025, DM requested that its EZC documentation be updated to reflect only 5 Wimmelskafts Gade. (Currently, the EZC benefits are tied to 4 Wimmelskafts Gade, although in actuality DM occupies and has conducted renovations only within 5 Wimmelskafts Gade. If the EZC documentation continues to list 4 Wimmelskafts Gade, any future developer at that address could be denied EZC benefits, since that parcel would appear to have already received benefits. This update would prevent potential future issues should another party undertake renovation work at 4 Wimmelskafts Gade.) The Governing Board voted (6 – 0) to: 1. Approve DM Hospitality, LLC request to change its address from 4 & 5 Wimmelskafts Gade to 5 Wimmelskafts Gade. 2. Require as a condition of approval, a new lease to be created which indicates 5 Wimmelskafts Gade with the specific suite numbers. 3. Require all other terms and conditions of the EZC Certificate to remain unchanged and in full force and effect.
