COMMITTEE OF THE WHOLE/FLOOR BILL NO. 35-0140 Thirty-Fifth Legislature of the Virgin Islands September 19, 2023 An Act approving the Agreement between the Government of the Virgin Islands and Cigna Health and Life Insurance Company for Group Medical Health Insurance; the Agreement between the Government of the Virgin Islands and Cigna Health and Life Insurance Company for Group Dental Insurance; the Agreement for Group Medical Health Insurance between the Government of the Virgin Islands and United Healthcare Insurance Company; the Agreement between the Government of the Virgin Islands and Standard Insurance Company for Group Vision Insurance; the Agreement for Group Life and Accidental Death and Dismemberment Insurance between the Government of the Virgin Islands and Standard Insurance Company; and the Agreement for Voluntary (Employee-Paid) Critical Illness, Accidental Injury and Hospital Care Insurance between the Government of the Virgin Islands and Cigna Health and Life Insurance Company of North America PROPOSED BY: Senator Novelle E. Francis, Jr. by Request of the Governor WHEREAS, pursuant to 3 V.I.C. § 632(a), the Virgin Islands Health Insurance Board 1 of Trustees, with the approval of the Governor of the Virgin Islands and the Legislature of the 2 Virgin Islands, is responsible for establishing a health insurance plan for Government officers 3 employees, retirees, and their dependents; 4 WHEREAS, five of the health insurance contracts will expire on September 30, 2023, 5 and one contract will expire on December 31, 2023; 6 WHEREAS, the Governor of the Virgin Islands has approved the six renewals of health 7 insurance contracts negotiated by the Health Insurance Board; and 8 2 WHEREAS, pursuant to 3 V.I.C. § 633(b), a contract for health insurance approved by 1 the Governor must be submitted to the Legislature for the Legislature’s approval; Now, 2 Therefore, 3 Be it enacted by the Legislature of the Virgin Islands: 4 SECTION 1. Pursuant to 3 V.I.C. § 633(b), the Legislature of the Virgin Islands 5 approves the agreements in paragraphs (1) through (6) of this section, which are attached to 6 and made a part of this act, as Appendix A: 7 (1) GROUP MEDICAL HEALTH INSURANCE AGREEMENT made and entered 8 into October 1, 2023, by and between the Government of the Virgin Islands, through the 9 GESC Health Insurance Board of Trustees, the Virgin Islands Port Authority, the University 10 of the Virgin Islands, the Virgin Islands Housing Authority, Non-Profit Organizations defined 11 as eligible by the Government, and Frederiksted Health Care, Inc. and Cigna Health and Life 12 Insurance Company 13 (2) GROUP DENTAL INSURANCE AGREEMENT made and entered into October 14 1, 2023, by and between Government of the Virgin Islands, through the GESC Health 15 Insurance Board of Trustees, the Virgin Islands Port Authority, the University of the Virgin 16 Islands, Non-Profit Organizations defined as eligible by the Government, and Frederiksted 17 Health Care, Inc. and Cigna Health and Life Insurance Company; 18 (3) AGREEMENT FOR MEDICAL HEALTH INSURANCE entered into January 1, 19 2024, by and between the Government of the Virgin Islands, through the GESC Health 20 Insurance Board of Trustees, the University of the Virgin Islands, the Virgin Islands Housing 21 Authority, and United Healthcare Insurance Company and its affiliates; 22 (4) AGREEMENT FOR GROUP LIFE AND ACCIDENTAL DEATH AND 23 DISMEMBERMENT INSURANCE made and entered into this October 1, 2023, by and 24 between the Government of the Virgin Islands, through the GESC Health Insurance Board of 25 3 Trustees, the Virgin Islands Port Authority, the University of the Virgin Islands, and the 1 Frederiksted Health Care, Inc., and Standard Insurance Company; 2 (5) AGREEMENT FOR VISION INSURANCE made and entered into October 1, 3 2023, by and between the Government of the Virgin Islands, through the GESC Health 4 Insurance Board of Trustees, the Virgin Islands Port Authority, the University of the Virgin 5 Islands, the Frederiksted Health Care, Inc. and Standard Insurance Company; and 6 (6) AGREEMENT FOR VOLUNTARY (EMPLOYEE-PAID) CRITICAL ILLNESS, 7 ACCIDENTAL INJURY, AND HOSPITAL CARE INSURANCE made and entered into 8 October 1, 2023, by and between the Government of the Virgin Islands, through the GESC 9 Health Insurance Board of Trustees, the Virgin Islands Port Authority, the University of the 10 Virgin Islands, Frederiksted Health Care, Inc, and Life Insurance Company of North America. 11 BILL SUMMARY 12 The bill approves five group health insurance contract renewals that expire on September 13 30, 2023, and one contract renewal that expires on December 31, 2023. 14 BR23-0776/September 15, 2023/LMW 15 G35-022 16
