COMMITTEE ON BUDGET, APPROPRIATIONS AND FINANCE BILL NO. 35-0204 Thirty-Fifth Legislature of the Virgin Islands December 11, 2023 An Act appropriating $3,000,000 from the General Fund of the Government of the Virgin Islands to the Virgin Islands Police Department for the purchase and installation of cameras throughout the Territory PROPOSED BY: Senator Javan E. James, Sr. Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. (a) There is appropriated in the fiscal year ending September 30, 2023, 2 the sum of $3,000,000 from the General Fund of the Government of the Virgin Islands to the 3 Virgin Islands Police Department (“VIPD”) to be allocated as follows: 4 (1) $1,300,000 for the purchase and installation of cameras in the St. Croix 5 district; and 6 (2) $1,700,000 for the purchase and installation of cameras in the St. Thomas/St. 7 John district. 8 (b) The funds appropriated in subsection (a) remain available until expended. 9 SECTION 2. …

James, Sr. Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. (a) There is appropriated in the fiscal year ending September 30, 2023, 2 the sum of $3,000,000 from the General Fund of the Government of the Virgin Islands to the 3 Virgin Islands Police Department (“VIPD”) to be allocated as follows: 4 (1) $1,300,000 for the purchase and installation of cameras in the St. Croix 5 district; and 6 (2) $1,700,000 for the purchase and installation of cameras in the St. Thomas/St. 7 John district. 8 (b) The funds appropriated in subsection (a) remain available until expended. 9 SECTION 2. Not later than 90 days after the installation of the cameras in section 1, the 10 Commissioner of the VIPD shall prepare and submit a report to the Legislature containing the 11 locations where the cameras were installed throughout the Territory. 12 2 BILL SUMMARY 1 This bill appropriates, in the fiscal year ending September 30, 2023, the sum of 2 $3,000,000 from the General Fund of the Government of the Virgin Islands to the Virgin 3 Islands Police Department (“VIPD”) for the purchase and installation of cameras with $1.3 4 million being allocated to the St. Croix district and $1.7 million being allocated to the St. 5 Thomas/St. John district. The bill also provides for the money to remain available until 6 expended; and for the Commissioner of the VIPD, not later than 90 days after the installation 7 of the cameras, to prepare and submit a report to the Legislature containing the locations where 8 the cameras were installed throughout the Territory. 9 BR23-0498/April 24, 2023/GC 10
