Res. 371] The Committee on Rules and Administration, to which was referred the resolution (S. Res. 371) to print as a Senate document a report from the Secretary of Transportation entitled ‘Territorial Highway Study—Guam, American Samoa, Virgin Islands,” having considered the same, reports favorably thereon without amendment and recom- mends that the resolution be agreed to. Senate Resolution 371 would provide (1) that there be printed with illustrations as a Senate document a report entitled ‘Territorial High- way Study—Guam, American Samoa, Virgin Islands,” submitted to the Congress by the Secretary of Transportation in accordance with the requirements of section 29(b), of the Federal-Aid Highway Act of 1968, Public Law 90-495, and (2) that there be printed 2,500 additional copies of such document for the use of the Committee on Public Works. Everett Jordan, chairman of the Committee on Rules and Admin- istration, by Senator Jennings Randolph, chairman of the Committee on Public Works, is as follows: U.S. SENATE, ComMITTEE ON PUBLIC WORKS, Washington, D.C., March 31, 1970. Hon. B. EVERETT JORDAN, Chairman, Committee on Rules and Administration, U.S. Senate, Washington, D.C. Dear Mg. CaairMAN: Reference is made to Senate Resolution 371, which I introduced in the Senate on March 18, 1970. Section 29(b), of the Federal-Aid Highway Act of 1968, Public Law 90-495, provides, in part, that ‘the Secretary of Transportation shall submit a report to the Congress which shall include: (1) an analysis of the adequacy of present highway programs to provide satisfactory highways in both rural and urban areas in Guam, Ameri- can Samoa, and the Virgin Islands; (2) specific recommendations as to a program for the construction of highways throughout Guam, American Samoa, and the Virgin Islands; and (3) a feasible program for implementing such specific recommendations, including cost estimates, recommendations as to the inclusion of all or parts of such highways on the Federal-aid systems and as to the sharing of cost responsibilities, and other pertinent matters.” This report presents the conclusions reached as a result of this study, with recommendations to implement these conclusions. As this report will provide the basis on which the territorial highway needs will be developed during the next few years, wide distribution will be made to the territories and to the agencies charged with develop- ment and implementation of the territorial governments’ highway needs during the future.
