Colon Way” Dene WHEREAS, Justino Rodriguez Colon was born on April 13, 1946, in Luquillo, Puerto Rico to Bienvenida and Justino Garcia Colon; and WHEREAS, Justino R. Colon, his parents, four sisters and five brothers relocated to St. Thomas, United States Virgin Islands; and WHEREAS, Justino R. Colon attended the Leonard Dober Elementary School then the Charlotte Amalie High School; and WHEREAS, Justino R. Colon was unable to complete his formal education due to the fact that he had to begin working at an early age in order to support his siblings after his father became ill; and WHEREAS, Justino R.
