After recess 2nd Member for Frederik- sted Town (Merwin as speaker of the Committee appointed to report on (‘olo- nial Counecil Bills 17 and 18 took the word and gave the ' following elucidations: The Committee met this aiternoon dur- ino recess as agreed upon, and aiter con- sultation recommends the following to be read in tae Bill ¥The Member read the recoinmendations: made by the Commii- tee) and continwing said,—lt is under- stood that in laying this matter before the Counecil the idea is to. carry out the plan as proposed, and the Committee, after careful. - deliberation. has decided to recommend rche bill. I therefore ask the Counecil to furtner the matter -Tha Viee-Chairman -«Coulter) would like to know if any other member has any remarks to make on. this matter. 2nd. Member for- Frederiksted Town [ Merwin| again took the word and said,— It is understood that. the report of the Committee 18 not to be made a part of the Bill, but that the Bill i&is ro be pass- ed as printed with the understanding that rhe elucidations as given by the pro- ponent upon behalf »f the Government are to be carried out. The Vice-Chairman (Coulter) remark- ed: Honorable Members a Committee has been appointed to invesrigate and find out what the numerical strength of the Municipal Police Force will be, and that Committe2 has sent in its report, but the'report of the Committee in no way alters the Bill. In the absence of any further remarks I will put it to the vote whether 2nd Discussion should be cicsed. No one requested the word further. the Vice-Chairman put to;the vote wheth- er 2nd Discussion shouid be closed. . 9 members voted ir favor of; none against, : The Sceretary [Canegata] read the 3l and the Vice-Chairman put same to the vote. - 10 members voted for; rone against. The Council again resumed its discus- sion on Colonial Council Bill No. 18 2nd Member for Frederiksted Tewn bR X AV o [Merwin] as speaker of the Committee appointed to report on the Bili gave the foilo..ing elucidations: The Commitiee discussed the Bill and decided to recom- mend it. The duties and activities of the Government Attorney was not clear- ly understood; however this officer will not only be Governmét Attorney, bt will also be Prosecuting Attorney. When the new code of laws are introduced there will be a nec:ssity for a man to pro- sezuie: therefore [ hope members aill sev the neeessity of a Prosecuting At- torney and pass the Bill. I propose that the Biil be furthered and passed. : 2nd Appointed Member [Noil] “also proposed that the biil be furthered and passed. The Chairman [Merwin] took the Chair and the Counci! resumed its dis- cussion on Bill No, 20. i 2nd Member for Christiansted Town [Canegata] proposad an amendment to the Bill. The amendment reads: AMENDMENT to Colonial Counci! Bill No. 20. 2nd Session 1919-1920. 1. That in Paragraph 1. Line 1 the words ‘‘and Dr.ver’’ be inserted af- ter the word ‘‘parit’’, : 2 In Pargeraph 3, line 3 a **: bein- serted after the word ‘‘horse’’, the word “‘and’’ be struck out and the words ‘‘and driver’’ be inserted af- ter the word '‘hearse’. : =D, C. CANEGATA. 2nd Member for Christiansted Town and Suburbs. December 15, 1919. . 2nd Member for Christiansted Town [Canegata] introduced his amendment and said, - The amendment which Iof- fered has been read to you by the Chair- man. It is sufficiently comprehensive., It was put to the voie and rarried that the amendment be furthered.” 2nd Appointed Member [Noll] re- marked: Mr. Chairman. [ again express -my views that this is throwing addi‘ional ‘duties on the Police Depariment. At pre: sent we have no animals in Frederiksted and 1 see no reason why the Police De-. partment should be made to bear the expense of another department Itseem to me that so lar as Frederiksted is cgn- cerned it will be necessary to purchase another animal, I agree that it would be a better method of burying the dead but it would incur additionai expenses on the Police Department, and as the Council - knows, the amount allotted to that De- pariment is limited. Ist Member for Frederiksted Town "~ {Coulter] remarked: Mr, Chairman. 1 ~understand that many horses are kept at Richmond, is it not prscible that a horse could. e transferred from Richmend to - Frederiksted7 It has been done before and 1 do n»t think it too much to ask that a horse be transferred t Frederik- sted. o ey ; v 2nd Appointed Member [Noll] remark- ed: Mr. Chairman. The remarks of the Honnrable Ist Member for Frederiksted Town tend to show .that we have more animals at Richmond thar we need, but we haven’t sufficient animals there. 2nd Member for Christiansted town - [Canegata] remarked :Mr. Chairman. I am Interested in this ma'ter for the sake of Christiansted; if* the amendment brought in to include Frederiksied is go- ing to kill *he Bill,I wish- the Honorahio Member would withdraw his amendment and let the bill go through. Ist Member for Frederiksted Town [Coulter] in answer to the last speaker said,- We need the same thing in Freder- iksted that is asked for in Christiansted. ' 4th. It wag then put to the vote and carried that 2nd Discussion be «losed. It ‘'was then by the 2nd Member for Christiansted moved that 3rd Discussion come on today. The Chairman put the proposal to vote which was unanimously adopted. : With Governmeni’s consent 3rd Dis- cussion opened.
