ACT NO.6496 BILL NO. 24-0143 TWENTY-FOURTH LEGISLATURE OF THE VIRGIN ISLANDS OF THE UNITED STATES Regular Session 2001 To posthumously honor and name the Coral Bay Fire Station “The Hugh “Hugo” Otis Liburd Fire Station” on behalf of the people of the Virgin Islands for his dedication to the community ---()--- WHEREAS, Hugh “Hugo” Otis Liburd, was bor on October 17, 1927 to Edna Thompson and James Liburd on the island of St. Thomas USVI; and WHEREAS, Hugh “Hugo” Otis Liburd lost both his parents at a young age and was taken in by the late Miss Florence Marsh of Carolina, Coral Bay on St. John who treated him as her own child to nurture and care for; and WHEREAS, Hugh “Hugo” Otis Liburd desiring to enhance his educational background completed his formal education and in the 1940's enrolled in the apprenticeship program of the West Indian Company on St. Thomas where he learned many facets of the trade related to the heavy machine industry, and WHEREAS, after his training, he returned to St. …
