This resolution was subsequently written, and after discussion of it, the Board of Trustees asked the Secretary to indicate in the minutes of this meeting, in place of a formal resolution, that the consensus of the Board of Trustees was as follows, concerning this matters 1. students already studying on the mainland under Terri- torial Scholarship Fund sponsorship should be permitted to continue receiving financial aid; 2. beginning with the 1972-73 year program, no further new undergraduate scholarships or loans should be granted to students traveling to the mainland for their higher education except in those few cases where required 61 a specialized course offerings are not available and can— not be arranged by or through the College of the Virgin Islands, or in those very few cases where an exceptional student has compiled a straight A average over a period of years; 3. that the remaining Territorial Scholarship funds be used to provide support for undergraduate students enrolling in the College of the Virgin Islands; and 4. that such other Government scholarships and loan funds as are available be used to provide for the funding and awarding of loans and scholarships in support of graduate and professional programs of study not available at the College of the Virgin Islands. Also, the Board was of the opinion that a review should be under— taken this year of the administration and management of all Govern- ment scholarship and loan programs with a view to finding the best means of handling these programs administratively in the future,
