TELEGRAMS oL CROIX STATION, London, Nov 3rd. -Complete returns of the Muni~ipal elections held on Satur- day generatly ail over the country for the first time since the war, are not yet known, but those already announced show notable gins for labour candidates who captured 9 out of 12 seats in West- pam. [n Wimbledon labour secured two anopposed seats, and beat three inde- pendents. At Richmond they improved their standing and won four seats in Eastham. At Woolwich twenty-five la- b ur members were returned against 11 municipal retormers, the previous posi- tion being twenty-one reformers and fif- teen labour. The Labourities gained fir- teen seats at Livérpool, and four out of eight were success})ul at Portsmouth. London, Nov. 3rd. -The Grvernment will announce during the present week a new scheme of Irish Government accord- ing to a stt_'on‘gly supported report in Par- liamentary ecircles today. Under the plan said to be in prospect, there would be a grant of Home Rule to lreland, with power for countries tn vote them- selves out, and form a governing body, for the areas which might be thus ex- cluded from the general scheme. A Su- preme Body however, presided over by the Lord Lieutenant, would have author- ity over both these bouies. London, Nov. 3rd.—The ‘'Daily Her- ald”’, the labour organ, declares it hears on good authority that the Government is favourably considering a proposal for a conference of Soviet Russia with the Entente Allies. The Conference would take place in a neutral country, and would be on the lines of the proposed conference at Prinkipo, the newspaper adds.
