The data were provided by state education agencies through the Common Core of Data (CCD) survey system. Discussion of data is limited to the 50 states and the District of Columbia, and excludes the Bureau of Indian Affairs, Department of Defense schools, and five outlying areas: American Samoa, Guam, the Northern Marianas, Puerto Rico, and the Virgin Islands. (Note that tables include data for all jurisdictions.) Selected Findings More than 48.2 million students were enrolled in public schools in 2002–03 (table 1). Among the states with the largest number of students in membership were California (6.4 million); Texas (4.3 million); and Florida, Illinois, and New York, which each reported more than 2 million students. The total 2002– 03 student membership was an increase of 5.4 million, or 13 percent, more students than in 1992–93 (table 2). Approximately 6.4 million students, or 13 percent of the total membership, had special education individualized education programs (IEPs) and received special education services in 2002–03 (table 3). English language learner (ELL) services were provided to 4 million students (8 percent of all students), and almost 17.0 million (35 percent) were eligible for free or reduced-price meals. A total of 2.6 million students were awarded a high school diploma in 2001–02, while an additional 45,000 received a certificate of completion or comparable credential (table 4). The average student/teacher ratio in 2002–03 was 15.9, or about 16 students for every teacher employed (table 5). This was a decrease from the student/teacher ratio of 17.4 in 1992–93 (derived from table 2). In 2002–03, California, Oregon, and Utah had student/teacher ratios of more than 20 to 1. Overall, public education employed almost 6 million full-time-equivalent (FTE) positions in 2002–03 (table 6). More than 3 million of these were teachers and 664,000 were teacher aides. These instructional staff accounted for 62 percent of the reported personnel. School and school district administrators accounted for 4 percent of all staff. More than 92,000 public schools had students in membership during 2002–03 (table 7). Of these schools, 57 percent were primary schools, 17 percent were middle schools, and 19 percent were high schools. An additional 6 percent of schools had some other grade configuration. The average number of students in primary schools was 439 in 2002–03, in middle schools it was 617, and in high schools 754 (table 8). In Florida, Hawaii, and Maryland the average-sized high school had more than 1,200 students. In 2002–03, almost 13 percent of all public schools were in large cities (derived from table 9). Another 29 percent were located in rural areas. The remaining 59 percent of schools were in mid-size cities, urban fringes, or towns. Across the states that reported these school characteristics, there were almost 50,000 Title I eligible schools in 2002–03, and these schools accounted for about 50 percent of all students (table 10). There were close to 2,600 charter schools. About 45 percent were administered directly by public school districts that also included noncharter schools, and 55 percent were administered by exclusively charter districts (derived from table 11). Not all local education agencies in 2002–03 were regular school districts (table 12). While 83 percent of local agencies were in this category, another 8 percent provided other services (e.g., administration, staff 2 development) to local school districts. The remaining 8 percent of agencies were state- or federally administered, or charter school, districts. State Number of schools having membership Percentage distribution by instructional level NOTE: Instructional levels are primary (low grade prekindergarten to 3, high grade up to 8); middle (low grade 4 to 7, high grade 4 to 9); high (low grade 7 to 12, high grade 12 only); and other (any configuration not falling within the previous three, including ungraded schools). For states that did not provide a grade span, grade span was determined by the highest and lowest grades in which students were reported. Table excludes 3,344 schools (59 in outlying areas) for which no students were reported in membership or membership was missing. Detail may not sum to totals because of rounding. 18 Table 8.—Average public school size (mean number of students per school), by instructional level: United States and other Table 8.—jurisdictions, school year 2002–03 Primary Middle High Other United States1 92,330 439 617 754 261 Alabama 1,391 443 582 675 527 Alaska 500 319 508 507 123 Arizona 1,801 491 606 651 185 Arkansas 1,129 356 485 387 752 California 9,087 566 916 976 368 Colorado 1,662 382 526 618 305 Connecticut 1,087 416 651 832 194 Delaware 201 485 659 1,057 150 District of Columbia 203 370 411 438 287 Florida 3,382 655 1,042 1,514 224 Georgia 2,003 602 836 1,178 602 Hawaii 283 521 837 1,224 245 Idaho 660 337 501 410 209 Illinois 4,271 430 469 771 200 Indiana 1,909 423 608 843 352 Iowa 1,500 272 340 425 227 Kansas 1,431 282 363 404 168 Kentucky 1,381 393 578 623 99 Louisiana 1,522 439 510 746 256 Maine 672 218 376 561 193 Maryland 1,359 483 791 1,208 228 Massachusetts 1,894 389 639 908 550 Michigan 3,871 374 570 699 274 Minnesota 2,182 372 569 435 90 Mississippi 887 498 578 674 552 Missouri 2,286 352 498 545 159 Montana 865 153 134 276 471 Nebraska 1,250 177 413 326 104 Nevada 527 567 989 982 144 New Hampshire 473 315 527 797 987 New Jersey 2,414 450 638 1,071 193 New Mexico 801 338 431 571 247 New York 4,470 545 777 1,000 327 North Carolina 2,245 486 670 1,012 185 North Dakota 528 165 372 205 837 See notes at end of table. Together these three surveys provide an annual picture of the numbers of public school staff, students in grades prekindergarten through 12, high school graduates, and dropouts as well as the numbers and types of public schools and education agencies, selected characteristics of students, and programs offered. The surveys include directory information such as school and agency names, addresses, and telephone numbers. The data are collected from state education agencies (SEAs), processed and edited by the U.S. Bureau of the Census, and then verified by the National Center for Education Statistics (NCES). Totals. Totals reported on the tables are limited to the 50 states and the District of Columbia. They do not include data from the Bureau of Indian Affairs or Department of Defense Dependents schools, nor from the outlying areas of American Samoa, Guam, the Northern Marianas Islands, Puerto Rico, or the Virgin Islands. Enrollments. Because some students may receive a public education outside a local school district or school (for example, they may attend a state-operated residential school), the numbers of students reported on the CCD school or local education agency surveys are not used as the official state totals in CCD publications. The total numbers of students shown in this publication are those reported on the 2002–03 State Nonfiscal Survey of Public Elementary/Secondary Education. However, the percentages of students shown in the tables may be based on the School, Agency, or State Nonfiscal Survey, depending upon the source of the tabulated data. Some tables report all schools or local education agencies while others are limited to those with students in membership. Schools and local education agencies can be reported legitimately with no student enrollment. Students who are dually enrolled in a regular school and a vocational school, for example, can only be reported among the membership of one of these schools. For this reason the report excludes a disproportionately high number of vocational schools for which enrollment is attributed to a regular school. There are other conditions under which a school or local education agency would be reported without students. A school may be temporarily closed for renovations; a school district that is too small to support a school may send students to a neighboring district; or a “future” school or agency, one planned to begin operation in the next year, could be reported with no data. In 2002–03, a total of 3,285 schools and 1,425 local education agencies reported no students in membership.1 High school completers. The type of high school completion credentials available to students varies by state policies. For example, in some states the only type of completion available is a regular diploma, while in other states there are a variety of completion categories available, from regular diploma to a certificate of attendance. For this reason, caution should be used in comparing state totals for diploma recipients. “Not applicable” was accepted as a valid response for other high school completers for the 2001–02 school year. NCES made only one imputation to the data for high school diploma, high school equivalency, or other high school completion. The number of diploma recipients was imputed for Albuquerque, New Mexico, and the imputed data for this local education agency is reflected in the New Mexico state total for diploma recipients in data from the State Nonfiscal Survey. Staff counts. All staff counts (including teachers) are reported in full-time equivalency units. This is the amount of time required to perform an assignment stated as a proportion of a full-time position. It is 1The count of schools with no students in membership includes operational schools (i.e., schools that are reported to be open) in the 50 states and District of Columbia only. 30 computed by dividing the amount of time an individual is employed by the time normally required for a full time position. State agencies vary in their staff data collection and reporting systems, with resulting variations across states. Several states collapsed two or more categories of staff into one. In these cases, for the State Nonfiscal data only, NCES disaggregated this number by distributing the reported amount to the several categories based on the average distribution of these staff in reporting states. Staff counts were not disaggregated and redistributed in data from the Local Education Agency or School surveys. Locale codes. These codes, ranging from “large city” to “rural,” are assigned on the basis of a school’s reported physical address. NCES uses information about the population characteristics associated with this location to assign a locale code. The 2002–03 school year was the first year in which data from the 2000 decennial Census were used in assigning locale codes. The United States population changed between 1990 and 2000, and there are more changes in the frequency of different locale codes than was typical in past years. Data quality. Staff at NCES and its collection agent, the Bureau of the Census, edit all CCD reports and ask state CCD Coordinators to correct or confirm any numbers that appear out of range when compared with other states or with the state’s reports in previous years. Tables include footnote explanations for any seemingly anomalous numbers. Additional follow-up checks were carried out for two items. States were asked to reconfirm any missing or not applicable entries for Title I school or magnet school status. Each state that was contacted provided the requested confirmation or correction. Missing data. Not all states collect and report all of the data items requested on the CCD surveys. NCES imputes (replaces a nonresponse with an estimated value) some missing items on the State Nonfiscal Survey. Imputations were not used in this report for the School and Agency Surveys.2 Missing information is treated differently within individual states than it is across all states as a whole. An individual state is considered to have missing data if an item is reported by less than 80 percent of its schools or agencies. However, when information is missing for no more than 15 percent of cases across the United States, NCES calculates totals and identifies them as totals for reporting states rather than the United States. For example, table C-5 reports student racial/ethnic status as missing from the School Universe for Tennessee, but shows the distribution of minority students by community type for reporting states because the missing Tennessee data represented less than 15 percent of all students nationwide. Tables C-6, C-7, and C-8 report the numbers of diploma recipients, other high school completers, and high school equivalency recipients in each of five racial/ethnic categories. For these tables, the determination of whether missing data warranted suppression of the reporting states total was based on 12th-grade membership in 2001–02. If the 12th-grade membership in states missing high school completion data by race/ethnicity exceeded 15 percent of the U.S. total 12th-grade membership, the reporting states total was suppressed. Charter, Title I, and Magnet school identification were considered missing if the school did not have a “yes/no” flag indicating its status in relation to these characteristics. The extent of missing data for selected items is shown in the Appendix D tables. Guam did not respond to the CCD for 2002–03 and is shown consistently with missing data. Imputation procedures. As noted, values were imputed for some missing items on the State Nonfiscal Survey. Data for prekindergarten students and staff that were missing and not reported on the Local 2There is one exception to this statement—the number of diploma recipients was imputed for Albuquerque, New Mexico, on the Local Education Agency file. 31 Education Agency or School Surveys were imputed. These items are noted as “imputed” in the data tables. The method used for imputing all variables other than prekindergarten students was to: (a) create a subset of states reporting the item in question; (b) calculate the ratio of the missing item to total student membership for each state in the subset; (c) calculate the average ratio of the item to total student membership for the subset; (d) multiply the total student membership of the state with the missing item by the average ratio; (e) substitute the imputed estimate for the missing item and then recompute the subtotals and totals. Missing prekindergarten student counts were imputed by first calculating an average ratio of prekindergarten students to total students minus prekindergarten students for reporting states, and then by following steps (d) and (e) above. Imputations on all states missing a specific data item are done at one time, i.e., imputed values are not used in the imputation of another value. Imputation is only done on the 50 states and the District of Columbia. Totals and subtotals are noted in the tables when one or more items included in the total are imputed or adjusted. The District of Columbia, New York City, and Rhode Island did not report staff data for 2002–03. These missing data were imputed on the basis of data from the prior year. The average rate of change was calculated among states reporting a given data item in both 2001–02 and 2002–03. This rate was applied to the data reported in 2001–02 by the District of Columbia, New York, and Rhode Island to produce imputed values for 2002–03. 32 33 Appendix B: Key Terms Terms About Students Membership is the annual headcount of students enrolled in school on October 1 or the school day closest to that date. In any given year some small schools will not have any pupils. In reporting to the CCD, states assign students who attend more than one school to a single school rather than prorating students across all the schools they attend. The race/ethnicity categories used in the CCD are American Indian/Alaskan native; Asian/Pacific Islander; Black, non-Hispanic; Hispanic; and White, non-Hispanic. They are mutually exclusive. Minority students, in this report, include all categories except White, non-Hispanic. Diploma recipients are those graduates who received diplomas during the previous school year and subsequent summer school. A diploma recognizes that the recipient has successfully completed a state’s prescribed course of studies and any additional requirements at the secondary school level. High school equivalency recipients are individuals age 19 or younger (except in Minnesota where they are age 20 or younger) who received a high school equivalency certificate during the previous school year or subsequent summer. This is a formal document certifying that an individual met the state requirements for high school graduation equivalency by obtaining satisfactory scores on an approved examination and met other performance requirements (if any) set by a state education agency or other appropriate body. Other high school completers are individuals who received certificates of attendance or other certificates of completion in lieu of diplomas during the previous school year and subsequent summer school. Terms About Program Eligibility and Participation Instructional levels are calculated from the lowest and highest grades for which students are reported in a school. Primary schools are those with a low grade of prekindergarten through grade 3 and a high grade of up to 8. Middle schools contain a low grade of 4 to 7 and a high grade ranging from 4 to 9. (A 4th-grade center would be counted as a middle school.) High schools have a low grade of 7 to 12 and must extend through grade 12. All other grade configurations, including schools that are completely ungraded, are grouped under the heading of “other.” Prekindergarten is a group or class that is part of a public school program and is taught during the year or years preceding kindergarten. Ungraded students are assigned to programs or classes without standard grade designation. States are requested to report teachers of ungraded classes even if all students are assigned a grade level of record (for example, in Florida). In many states ungraded students are special education students. IEP counts are reported at the school district level and reflect the numbers of students with individualized education programs under the Individuals with Disabilities Education Act (IDEA)–Part B. Free or reduced-price meal eligibility reports the number of students in a school who indicate that they are eligible to receive free or reduced-price meals under the National School Lunch Act. English language learner students are those served in appropriate programs of language assistance (e.g., English as a Second Language, High Intensity Language Training, bilingual education). This category does not include students enrolled in programs to learn a language other that English. Migrant students are those whose parents or guardians are employed on a seasonal or temporary basis for agricultural or fishery work, and who have established a temporary residence for this purpose. 34 Terms About Staff Administrative support staff consist of staff members who provide direct support to local education agency and school administrators. This includes secretarial and other clerical staff, and persons whose activities are concerned with support of the teaching and administrative duties of the office of the principal or department chairpersons, or central office administrators. Elementary and secondary teachers are designated as such in the state’s report. The elementary and secondary categories do not reflect the same grades in all states. Student/other support staff include library and media support staff, professional and supervisory staff (e.g., school psychologists, social workers, attendance officers) providing noninstructional services to students, and support services staff not reported in other categories, (e.g., data processing, health, building and equipment maintenance, bus drivers, security, and food service workers). This grouping combines the categories of library/media support staff, student support services staff, and other support staff that are reported on the Common Core of Data surveys. Teachers of ungraded classes include teachers of classes or programs without standard grade designation. Terms About Schools and Districts A public school provides educational services to students, has an assigned administrator, receives public funds as its primary support, and is operated by an education agency. A single school may operate at multiple locations (for example, an urban “storefront school” for potential dropouts with a single principal responsible for programs at several addresses). Multiple schools may operate at the same location, as is the case when a kindergarten through grade 12 building has both an elementary and a high school principal. Regular schools do not focus primarily on special, vocational, or alternative education, although they may offer these programs in addition to the regular curriculum. A special education school focuses primarily on special education, with materials and instructional approaches adapted to meet the students’ needs. A vocational education school focuses primarily on vocational, technical or career education and provides education or training in at least one semiskilled or technical occupation. An alternative education school addresses the needs of students that typically cannot be met in the regular school setting, and provides nontraditional education. Title I schools are designated as eligible for participation in programs authorized by Title I of Public Law 103–382. Those with schoolwide programs are schools in which all students have been designated by state and federal regulations as eligible for participation in Title I programs. Magnet schools are those designed to attract students of different racial/ethnic backgrounds for the purpose of reducing racial isolation, or to provide an academic or social focus on a specific theme (e.g., performing arts). Charter schools provide free public elementary/secondary education under a charter granted by the state legislature or other appropriate authority. School locale code is assigned on the basis of the school’s physical address, or mailing address, if the former is not reported. The locale code categories are: Large City: A central city of a Core Based Statistical Area (CBSA) or Consolidated Statistical Area (CSA), with the city having a population greater than or equal to 250,000. Mid-size City: A central city of a CBSA or CSA, with the city having a population less than 250,000. 35 Urban Fringe of a Large City: Any incorporated place, Census designated place, or non-place territory within a CBSA or CSA of a Large City and defined as urban by the Census Bureau. Urban Fringe of a Mid-size City: Any incorporated place, Census designated place, or non- place territory within a CBSA or CSA of a Mid-size City and defined as urban by the Census Bureau. Large Town: An incorporated place or Census designated place with a population greater than or equal to 25,000 and located outside a CBSA or CSA. Small Town: An incorporated place or Census designated place with population less than 25,000 and greater than or equal to 2,500 and located outside a CBSA or CSA. Rural, outside CBSA: Any incorporated place, Census designated place, or non-place territory not within a CBSA or CSA of a Large or Mid-size City and defined as rural by the Census Bureau. Rural, inside CBSA: Any incorporated place, Census designated place, or non-place territory within a CBSA or CSA of a Large or Mid-size City and defined as rural by the Census Bureau. Regular school districts are agencies responsible for providing free public education for school-age children residing within their jurisdiction. This category excludes local supervisory unions that provide management services for a group of associated school districts, although it includes the “component” districts that receive these services. The category also excludes regional education service agencies that typically provide school districts with research, testing, or data processing services; state and federally operated school districts; and other agencies that do not fall into these groupings. Most states reported education agencies that administered only charter schools under this last category. 36 37 Appendix C: Supplemental Data Tables Tables C-1 through C-17 provide additional detail for data from the 2002–03 CCD Nonfiscal surveys. SOURCE: Data reported by states to U.S. Department of Education, National Center for Education Statistics, Common Core of Data (CCD), "Public Elementary/Secondary School Universe Survey," 2002–03, Version 1a. 1Reporting states total includes the 50 states and the District of Columbia. It is suppressed if data were missing for 15 percent or more of all school or agencies. State totals exclude states for which data were missing for 20 percent or more of the schools or agencies. NOTE: Instructional levels are primary (low grade prekindergarten to 3, high grade up to 8); middle (low grade 4 to 7, high grade 4 to 9); high (low grade 7 to 12, high grade 12 only); and other (any configuration not falling within the previous three, including ungraded schools). For states that did not provide a grade span, grade span was determined by the highest and lowest grades in which students were reported. U.S. totals include the 50 states and the District of Columbia. If all schools were ranked by student/teacher ratio from smallest to the largest, half of the schools would fall below the median. For example, half the primary schools in Alabama had a student/teacher ratio of less than 14.6. 59 Table C-10.—Distribution of regular public elementary and secondary schools, by school size: United States and other Table C-10.—jurisdictions, school year 2002–03 Regular schools having 10th 25th 75th 90th membership Mean Minimum percentile percentile Median percentile percentile Maximum United States1 85,447 551 1 138 279 456 684 1,019 5,410 Alabama 1,344 538 5 245 340 478 655 905 2,278 Alaska 470 280 1 19 52 172 411 560 3,655 Arizona 1,694 525 1 55 154 446 723 1,023 3,008 Arkansas 1,120 402 32 144 239 356 503 690 2,532 California 7,783 776 1 223 425 623 908 1,475 5,410 Colorado 1,562 473 3 99 231 398 587 850 3,611 Connecticut 996 554 2 248 339 474 656 1,000 2,753 Delaware 172 626 25 314 401 549 750 1,060 2,240 District of Columbia 181 389 22 120 259 377 485 625 1,476 Florida 3,048 817 1 90 454 710 1,022 1,568 5,375 Georgia 1,972 755 31 365 485 633 912 1,301 4,117 Hawaii 279 658 6 156 347 585 842 1,253 2,421 Idaho 593 411 5 91 182 345 543 768 2,409 Illinois 3,918 522 19 149 256 406 623 938 4,319 Indiana 1,845 540 9 242 333 466 621 884 3,512 Iowa 1,452 329 12 109 174 273 393 570 2,330 Kansas 1,421 329 6 83 149 261 406 597 2,231 Kentucky 1,230 505 54 205 306 457 615 849 2,142 Louisiana 1,387 517 42 233 321 456 622 861 2,883 Maine 670 304 1 68 136 256 393 642 1,501 Maryland 1,250 673 13 312 415 559 782 1,205 3,197 Massachusetts 1,823 520 1 176 284 444 651 945 4,193 Michigan 3,490 493 1 190 292 412 585 859 2,894 Minnesota 1,611 509 5 120 237 427 637 933 3,319 Mississippi 887 555 16 267 362 505 677 938 1,908 Missouri 2,167 423 6 124 213 350 515 784 2,655 Montana 860 174 1 11 30 84 250 411 2,095 Nebraska 1,205 235 1 13 63 152 306 508 2,533 Nevada 484 749 7 100 410 645 901 1,492 3,956 New Hampshire 473 439 16 90 187 372 558 852 3,297 New Jersey 2,278 586 9 226 330 480 715 1,087 5,277 New Mexico 732 426 4 77 181 362 527 777 2,658 New York 4,173 671 6 272 385 548 804 1,201 4,525 North Carolina 2,151 617 6 260 386 548 760 1,050 2,695 North Dakota 528 197 4 29 63 126 239 452 1,589 See notes at end of table. NOTE: Table excludes regular schools for which no students were reported in membership. The mean is the average. If all schools were ranked by size from the smallest to largest, half of the schools would fall below the median. For example, dividing the total number of students by the total number of schools yields an average school size of 551 (mean) while half of the schools in the United States have 456 or fewer students (median). To interpret percentiles, understand that 10 percent of the schools have fewer than 138 students, 25 percent have fewer than 279 students, and so forth. State Distribution of districts by membership size 2Table includes 23 Department of Defense and 22 Bureau of Indian Affairs school districts that are technically federally-operated agencies; this is in order to report data for these agencies in the table. SOURCE: Data reported by states to U.S. Department of Education, National Center for Education Statistics, Common Core of Data (CCD), "Local Education Agency Universe Survey," 2002–03, Version 1a. NOTE: Distributions cannot be calculated for states and outlying areas that have a single district. Table excludes 283 regular school districts for which no students were reported in membership. The mean is the average. If all districts were ranked by size from smallest to largest, half of the districts would fall below the median. For example, dividing the total number of students by the total number of districts yields an average district size of 3,339 students (mean), while half of the districts in the United States have 1,065 or fewer students (median). The percentile indicates what percent of cases a value exceeds; for example, 10 percent of districts have fewer than 125 students. 76 77 Appendix D: Reported and Missing Data Tables Tables D-1 and D-2 report the extent of missing and reported data on selected items.
