CROIX- The Committee on Economic, Development, and Agriculture chaired by Senator Javan E. James, convened at the Frits E. Lawaetz Conference Room. The Virgin Islands Department of Agriculture (VIDA) provided updates on vacancies, equipment status, farmer lease renewals, grants, the St. Croix Abattoir, and a list of licensed USVI farmers. Separately, lawmakers voted and approved a bill to establish a Beer, Wine, and Spirits Festival. All approved items on the agenda will be forwarded to the Committee on Rules and Judiciary for further consideration. Louis Emanuel Petersen, Jr., Commissioner of the Virgin Islands Department of Agriculture delivered testimony. Currently, VIDA faces significant cash flow challenges within the Government of the Virgin Islands, limiting procurement and affecting services to the farming community and vendor responsiveness. Staffing shortages across divisions are also a concern. In FY 2024, VIDA hired additional staff for the plant nursery, a heavy equipment operator, and an abattoir worker. Furthermore, there are plans to address further staffing needs in FY 2025, based on available funding. Despite challenges, VIDA had several achievements. In FY 2024, VIDA secured lump sum payments for employees by advocating for increased salaries and hazardous pay. The department played a key role in the Local Farm and Food Council, working to implement the USVI Agricultural Plan. VIDA also launched the USDA-funded Conservation Workforce Development Program, which trains local professionals in agriculture and natural resource conservation. Additionally, Dr. David Wenger was hired as the new Director of Veterinary Services, bringing 27 years of experience to the role. Moreover, significant upgrades have been made to the 50-year-old St. Croix Abattoir. A new boiler, pumping station, and steam pipe system have been installed, and extensive roof repairs have been completed. While awaiting a replacement transfer hoist, a contractor is updating the existing machinery, according to Peterson. The abattoir held a soft reopening two weeks ago, services resumed for clients in both districts after months of disruption. Senator Alma Francis Heyliger inquired about the goals for the abattoir. Peterson responded by stating that our goal is to identify funding, and replace the building through demolition and reconstruction. Senator James stated that there is a possibility of water treatment from the water from the landfill. “I want to ensure that rainwater is not being wasted. There needs to be focused on water and how to re-purpose it.” Regarding licensed farmers, in response to Senator Donna Frett Gregory’s inquiry, Peterson noted that there are 300 farmers in total. Lastly, senators voted in the affirmative for the following: Bill No 35-0257- An Act to Develop and Produce an annual U.S. Virgin Islands Beer, Wine, and Spirits Festival. Senator Diane T. Capehart sponsored it. She indicated that the festival is a revenue-generating measure to enhance the St. Croix Tourism product. Ian Turnbull, Director of the Division of Festivals within the Department of Tourism stated that Culinary Tourism, fueled by a growing interest in local cuisines, sustainability, and immersive food experiences, has seen significant growth in domestic and international markets. A beer, wine, and spirits festival could serve as a unique attraction, helping to revitalize a struggling industry. Senators Javan E. James, Sr., Alma Francis, Heyliger, Angel L. Bolques, Donna Frett-Gregory, Novelle E. Francis, Jr., Diane T. Capehart, Kenneth L. Gittens, and Marvin A. Blyden attended the meeting.
