Mr. Lloyd George planned to appear be- fore the Heuse o1 Commons later in the day and explain the arrangements inade for collecting reparations from Germany. At the conclusion of last night’s meeting of the council, M. Briand said to a rep- resentative of the Hava’s Agency ‘‘Our deliberations have had the result of bringing about the resignation of the German government cabinet.
