His primary functions are to complete the formulation of a Geographic Information System and Biological Conservation Database (BCD) for the United States Virgin Islands, to maintain and update the GIS and BCD, and to provide GIS and BCD products to clients of the CDC. He is a graduate of the University of the Virgin Islands' Social Sciences Division and holds a Master of Community and Regional Planning from the University of New Mexico. Stevie has successfully completed ArcView® training from the Environmental Systems Research Institute (ESRI) -- the manufacturer of ArcView®, and has been an authorized ESRI ArcView® instructor since 1999. As a Housing and Urban Development (HUD) Fellow he worked with the City of Albuquerque’s Planning Department as a planning assistant for two years. …

His primary functions are to complete the formulation of a Geographic Information System and Biological Conservation Database (BCD) for the United States Virgin Islands, to maintain and update the GIS and BCD, and to provide GIS and BCD products to clients of the CDC. He is a graduate of the University of the Virgin Islands' Social Sciences Division and holds a Master of Community and Regional Planning from the University of New Mexico. Stevie has successfully completed ArcView® training from the Environmental Systems Research Institute (ESRI) -- the manufacturer of ArcView®, and has been an authorized ESRI ArcView® instructor since 1999. As a Housing and Urban Development (HUD) Fellow he worked with the City of Albuquerque’s Planning Department as a planning assistant for two years. From 1992-1997 he was a senior planner with the U.S. Virgin Islands Department of Planning and Natural Resources, Division of Comprehensive and Coastal Zone Planning. During his tenure at DPNR, he developed the automation of zoning amendments, subdivision and other planning records for the district of St. Croix. Stevie also wrote the legislative amendments to the Casino and Resort Control Act of 1995, clarifying the land use provisions of that law. He has been involved with several major GIS projects in the U.S. Virgin Islands. In 2001, he was the project manager for the first edition of the U.S. Virgin Islands Vegetation and Marine Community maps. In 2002, he participated in NOAA’s Benthic Habitat Mapping for Puerto Rico and U.S. Virgin Islands. He also managed the development of the first edition of the Virgin Islands Comprehensive Land and Water Use Plan Zoning and Intensity District maps.
