(a) Notwithstanding the limitations prescribed in 33 V.LC., §3072 (c), the following sums or so much of the sums as may be necessary are appropriated from any funds available in the Tourism Advertising Revolving Fund, to the Office of the Governor, Bureau of Economic Research to conduct traveler exit surveys; to the Virgin Islands Police Department for police operations on St. Thomas/St. John and St. …
