Mission, Vision and Purpose The U.S. Virgin Islands Administration The U.S. Virgin Islands is an organized, unincorporated Territory of the United States and a part of the United Nations list of Non-Self-Governing Territories. The Organic Act of 1936 and the Revised Organic Act of 1954 created the contemporary political system. A unicameral legislature was organized to unify the Territory after the Revised Organic Act of 1954. In 1968, the Elective Governor’s Act provided for the Territory’s voters to select their chief executives. In 1970, Dr. Melvin H. Evans became the first elected governor. …
