A'i‘ two o'clock p. m., Friday, July 9, the Colonial Council of St. Croix held an extraordinary meeting in the Council Hall in Christiansted, convened by re- quest of Government. The Members present weie. The Chairman (Merwin), D. Noll. -A; J. Blackwood, Thos. Ramsay, F. Lunney, K. Henderson, A. E. Stakemann, F. Andersen, G. B. Fleming, G. Norby, W. S. Abramson, D. €. Canegata and M. M. Skeoch. After prayers had been said'the Chair- man remarked: Hon. Members since the last meeting I have received no com munications from Goverment to read to the Council. The Chair.nan then read a letter from 3rd. Member for Christiansted Country District (Robt. W. Skeoch) stating that he inten s to ' e away from the Island for about three or four months. Ist. Member for Frederiksted Town (Coulter) entered the meeting. Member MacKay sent in excuse of his inabiiity to attend il.e meeting; [uriner- more were cbsent, 3rd Member for Christiansted Town (Pentheny). The Chairman remarked: The min- utes for the last meeting have been pub- lished as customary in the ''St. “rnix Avis’’ and if there is no objection I will consider same tacitly adopted. There being no objection the Chairman declared the minutes as published tacitly adopted. The Chairman remarked : We will now proceed to the Order of the Day. [tem 1. t Colonial Counecil Bill," .0. 40. Introduction of and Ist Discussiun on Colonial Council Bill No. 40, Draft of an Ordinance introduced by 2nd Appointed Member (Noil), declaring the time when the Ordinance passed by the Coionial Council of St. Croix providing for a compiled Code of General agd Special Laws shall take effect. The Bill reads as follows: Colonial Council Bull Noa. 40. 2nd Council, 2nd Sesston 1920-1921. AN ORDINANCE: to further authorize and declare the time when the Ordinance passed by the Golon- wal Council for St. Croix on the 17th of May 1920, and Sanctioned 15th of June 1920 entitled ‘‘an Ordinadce Providing a Compiled Code of general and special Laws for St. Croix and altering amend- ing, repealing and continuing ewisting laws.”’ Be it enacted by the Colonial Council £y Y o ee Ry Lo BN WE s e eke ol e for St. Croix in Session assembled. 1. NOLL. an‘Appointed Member. 2nd Appointed Member (Noll) intro- duced the Ordinance and said, The ob- ject of this Ordinance is whether or not the Ordinance declaring the new Code of law i 3 legalas promulgated to take ef- feet the Ist of August; whether or not it 1s a question which legal minds might debate, and it is for that reason this Or- dinance is introduced. Personally, [ do not think this Ordinanceis hecessary, but I thinkit wise to h-veaction taken upon it bythe Council. ist Member for Christiansted Country District (Stukemann) would like to know when the new Jaws will go into effeet in St. Thomas? The Chairman answered: 2nd Ap- pointed Member (Noll) might be able to give us some information on the question. 2nd Aprointed Member (Noll) said, I cannot give any information at all. The laws were introduced in each Council as a separaie Ordinance. Jt was put to the vote and carried that the Ordinance be turthered. It was also put to the vote and carried that Ist Discussion be closed. Ist Discussion closed. 2nd Appointed Member (Noll) proposed that 2nd Discussion come on today. The Chairman put the member’s pro- posal to the vote. - It was unanimou'sly adopted. 2nd Discussion opened. 2nd Appointed Member (Noll) preposed that 2nd Discussign be closed and that 3rd Discussion com(je on today The Chairman plut the proposal to the vote. It was unanimously adopted. 3rd Discussion opened. No one requesting the word the Secre- tary read the bill and the Chairman put same to the vote. It was unanimously adopted. : The Chairman remarked: The bill is adopted and goes to Government. The Chairman remarked: Government wishes to inform mgmbers that the new Code of laws are now bainz printad and will be issued as soon as copies are ro- ceived. Discussion on Resolution introduced by Government, authorizing the es- tablishment and management of a training school on Protestant Cay for incorrigible girls. The bill reads as &lows: : ; Colonaal Council Bill No. 41. 2nd Council, 2nd Session 1920 —1921, RESOLUTION: ~ Be it resolved by the Colonial Council for St. Croix in se-sion as- sehmled _ ' 1. That the Governor is hereby - ~ authorized to establish and main- tain on Protestant Cay; in Chris- tiansted harbor a training school for incorrigible girls; provided however that this consent shall terminate in the event that the project of removing part of the reef of Christiansted harbor is undertaken and the said Protest- ant Cay or the buildings threon ar? then needed for other pur- poses; and provided further that this consent shall not be constru- ed to prevent boats etc. from being hauled upon the beach of saldcav for purposes of cleaning repairing ete. / Introdu aqovernmnet. : REM:. _.KS. It is the desire o} Government to establish and maintain in the Vir- gin Islands a training school for Incorrigiple girls. At present such a school on a small scale exists in St. Jan and 1t is also planned to en- large this: school for- boys.’ The question of finance is also an im- portant factor m matters of exten- sion of -Goverument activities and it is con. that Protestant Cay and the buudi..g thereon could tem- pbrarily be used for such a purpose at a minimaum of cash, while to build buildings etc. at some other place Would not only entail a large expenditure of funds but would at the same time divert such funds from being expended for some of the many other purposes at which ?resently confront these islands. t ils not the desire of Government to permanently acquire this proper-o ty for this particular purpose and in the future event of activity in re- constructing Christiansted harbor the proposed institution could and would be rem%‘red, however, it is believed by Government that wno such activity will occur, within the immediate future, as it is well known to the officers of this Gov- ernment that projects undértaken
