Now that the Governor is lookinr favoribly upon the creation of new funds I thiok 1t proper to bring in this am:adment to soparate the lmmigretion Fund from slis- cellaneous Revenues and put 1t under a new heading. In other words, the latest figues availadle when the budget esiimates were goiien uap. I bavn’t got the detuiied figures with me, but wiiere vou see a big diifer- ence in the ficures ¢f cdarresyonding I.em for the two years, it is atiributabie to the fact that the estiinate wus 0o low for the last fiscal year. Do 1 under- stand the Honorabe Chatiman to say tha. the taxes collected does not accrue to ithe fund but is placed under Miscel- laneous revenues. 90d Member for Christiansted Town (Canegate); Mr. Chzirman. My recol- lection is .ithis, the Colonial Council re- fused to allow the _mmigration Tax to oo into the budget and form any part of the revenues, and the Government said inasmuch as the Imroigration “und could po longer jbe used Zor the purpose for which it was ereated and it was useless to increase the fuod in accordance with the general order that all tax:s would be covered into the Colonial Treasury and the Taxes collected was put into Miscel- laneous Revenues [ was going to ask the 4th Membar for Frederiksted CHun- try Distriet if he dida’t think it much better to put the Immigration Tax un- der Direct Taxes. Ist Member for Frederiksted Town (Jackson) remarked: Mr. Chairman. What I don’t understand is this, the tund has been placed uunder Miscelianeous Be- venues by Government unknown to the Council. If the Immieration Fund is created by law it should be taken out hy law. If it is placed jund>r Miscellaneous Revenues contrary to law it ought to be taken out and placed where it ought to be according to law. There is but one Leaislative body inethis islind and that is the Colonial Council. An executive order cannot take the place of a law, 4th Member for Frederikstzd Coantry Distriect (Andersen) remariked: Mr. Chairman. lam in sympathy with the last speaker that the Immicration Tax shoutd ¢o where it properly belongs. As the time 1s short | propose that we place it under Indireet Taxes. Can the Immicration Tax still be collecied com- patible with American ideals? If it can- not be collected compatible with Awmeri- can ideals, then diseontinue the tax 2nd Member for Christiansted Couutry Distviet (Berg): Mr. Chairman. It scems strange to see funds coliscted for a spe- cific purpose nsed for another purpose, in going over the Organic Act of Porto Rico and of the Philippine Islands we see that no tax cotlected for a speecific pur pose should be used for another purpose. That ;eems to ba the ¢eneral rule: and therefore | do not see how a tax colleet- ed under the Lin nicration Fund could be used for any other burpose exeept that for which it was created. Perhaps there micht in time be introduced a sub-tax for uncultivated iands. Government Secretary (Zane) remark - ed: Mr. Crairman. Under the new form of balunce sheets which have al- ready been printed and in which these headings sppear as they are pow, it would acecomplish the same thing if we make an item under Miscellanecus Rev epues, say item 8 and call it Immigration Tax which will show it separate, which I understand is the Honorable Member’s intention. One further remark, 1 see that the Immigration Tax is estimated at Fres. 23,000 which would then reduce Miscellaneous Revenues to Fres. 37,000 instead of Fres. 60,000, No furiher reimarks on revenues.
