The scope of work is to create a transformative 20-year economic development plan and a target competitive industry analysis. The 20-year vision will serve as a guide for future economic development in the U.S. Virgin Islands. Vision 2040 is expected to be user-friendly, concise, and written in a manner easily understood by the public. VIEDA is seeking an innovative approach in creating a document, the data set, and other related Vision 2040 materials in print, electronic and audio versions, as applicable. FOR IMMEDIATE RELEASE Virgin Islands Economic Development Authority seeks proposals to create the 20 year economic vision plan for the Territory CHARLOTTE AMALIE, St. Thomas, U.S. Virgin Islands – June 15, 2020 -- The Virgin Islands Economic Development Authority (VIEDA), invites qualified individuals to submit proposals to create the 20 year economic vision plan for the U.S. Virgin Islands. The scope of work is to create a transformative 20-year economic development plan and a target competitive industry analysis. The 20-year vision will serve as a guide for future economic development in the U.S. Virgin Islands. Vision 2040 is expected to be user-friendly, concise, and written in a manner easily understood by the public. VIEDA is seeking an innovative approach in creating a document, the data set, and other related Vision 2040 materials in print, electronic and audio versions, as applicable. Industries of focus for the target competitive industry analysis are services, technology, energy, agriculture, and manufacturing (STEAM). To be considered, proposals must include the following attachments: 1. Introductory letter about the Bidder 2. Information on the Organization 3. Outside consultants/subcontractors that will be retained for this project 4. Project Experience 5. Project References 6. Project Approach: Describe how you will approach this project, timeline, and availability to perform the services requested. 7. Outreach strategy to obtain public feedback 8. Cost 9. Any potential conflicts of interest for Bidder in providing service to VIEDA. If so, describe them. 10. Any additional information which may be useful to VIEDA in evaluating Bidder’s qualifications. A copy of the RFP is posted onto the VIEDA website at www.usvieda.org/about-usvieda/RFP. If there is any discrepancy, deficiency, ambiguity, error, inconsistency or omission contained in the RFP, Bidders may ask for clarification before submitting their proposal. All requests for clarification must be presented to the VIEDA by email no later than 5:00pm AST, Friday, June 26, 2020 to Kelly Thompson Webbe, Acting Chief Financial Officer at kwebbe@usvieda.org. The email subject shall read: Request for Clarification - Vision 2040 RFP. Bidders shall not contact any VIEDA Board member or personnel with questions or inquiries, except as set forth above. Unauthorized contact with any personnel of VIEDA may be cause for rejection of a bid proposal. The decision to reject a bid proposal is solely that of VIEDA. Where such request results in a change or a clarification to the requirements of the RFP, VIEDA will prepare and issue an Addendum to this RFP no later than 5:00pm AST, Friday, July 3, 2020 on the following website: www.usvieda.org/about-usvieda/RFP All interested parties shall submit their bid proposal via mail courier service by 5:00 p.m. (Atlantic Standard Time) on Tuesday, July 14, 2020. The mail shall be clearly marked: VISION 2040 RFP – DO NOT OPEN. Proposals received after that date/time will not be considered. Bidders are required to fulfill the mandatory requirements. Failure to provide the required information/documents will result in the disqualification of the bidder from the evaluation process.
